About The Position

To plan, develop, communicate, implement, and monitor the annual school district operating and capital budget including the ten-year capital outlay plan.

Requirements

  • Bachelor’s degree in accounting, finance, public administration, business administration or related field from an accredited institution.
  • Five (5) years of governmental accounting, finance or budget experience, preferably within a school district or in a governmental setting.
  • Strong spreadsheet skills are required including data analysis.
  • Knowledge of capital funding in Florida school districts or governmental entities.
  • Understanding of general construction processes.
  • Ability to interpret and enforce school board and administrative rules; ability to analyze data and communicate the information; working knowledge of position control systems; analytical skills to review information and formulate alternative solutions to problems.
  • Knowledge using advanced functions in Excel.
  • Knowledge of and commitment to decentralized decision making and accountability for results.

Nice To Haves

  • Three years (3) of experience in governmental construction processes preferred.
  • One (1) year of experience in planning, development, management and review of school budgets preferred.
  • Experience developing, preparing and leading presentations preferred.

Responsibilities

  • Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
  • Support the Senior Executive Director, Office of Management and Budget in managing all operations and functions consistent with district goals.
  • Direct, oversee and evaluate support staff in achieving expected district goals.
  • Develop and conduct training classes with work location administrators and other personnel related to the capital budget, school and departmental budgets, FTE reporting, position control, etc. to ensure effective implementation and management of the annual budget.
  • Develop appropriations forecasts for immediate needs, comprehensive needs, replacement schools, new schools, ancillary facilities, and technology for the district’s ten-year capital outlay plan.
  • Prepare revenue estimates for the capital outlay budget and ten-year plan, as well as for overall district operations.
  • Prepare budget agenda items for board approval.
  • Prepare and present monthly financial reports to the Construction Oversight and Value Engineering (COVE) Committee.
  • Plan, develop, and evaluate the capital budget through revenue and expenditure analyses and prepare revisions to budgets based on subsequent analyses and decisions.
  • Resolve budget issues related to district operations including schools, departments, capital programs, revenue calculations, position control and school choice.
  • Create, implement, and review allocation methods and formulas for improved equity in budget distribution.
  • Monitor and reconcile the position control system for various departmental budgets.
  • Participate in facilities document review meetings for capital projects and major maintenance initiatives.
  • Develop, implement, and monitor FF&E standards for equipping new and renovated schools.
  • Participate in the CCNA process for architect and construction manager selections.
  • Provide daily management of capital outlay budget within SAP system to ensure resource availability and to enhance accountability.
  • Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS.
  • With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by supervisor.
