About The Position

Pioneering Evolution is seeking a Senior Acquisition Analyst (Subject Matter Expert) with deep experience in Military Medical Research and Development to support science and technology portfolio management, program analysis, and leadership decision support. This role focuses on identifying meaningful metrics, assessing portfolio and program data, and translating complex technical information into clear recommendations, briefings, and analytical deliverables. All candidates are expected to work a hybrid schedule (3 days a week) onsite at our Crystal City HQ.

Requirements

  • Master’s degree in business, public health, engineering, systems management, acquisition, or a related field preferred.
  • 5+ years of experience supporting the Defense Health Agency or a Military Department medical research or acquisition organization.
  • Experience in Military Medical Research and Development environments, including familiarity with laboratories, science and technology portfolios, and program or portfolio management.
  • Familiarity with defense acquisition lifecycle, documentation, program management, and decision processes.
  • Demonstrated ability to collect, evaluate, and interpret quantitative and qualitative data and synthesize results into actionable deliverables.
  • Strong analytical and problem-solving skills with the ability to provide sound technical judgment and practical recommendations.
  • Strong oral and written communication skills, including the ability to develop briefings and present analytic findings clearly.
  • Experience coordinating across multidisciplinary teams and engaging effectively with technical and non-technical stakeholders.
  • Ability to work independently, manage priorities, and deliver high-quality products in a dynamic client environment.

Nice To Haves

  • Experience supporting portfolio analysis, metrics development, decision support, or related analytical efforts is strongly preferred.

Responsibilities

  • Identify and refine metrics that support portfolio and program management across medical research and development science and technology efforts.
  • Analyze quantitative and qualitative data to assess portfolio performance, identify trends, and support informed decision-making.
  • Develop recommendations and decision-support products for leadership, including analyses that inform scenario planning and "what-if" assessments.
  • Synthesize complex technical, programmatic, and acquisition information into clear written deliverables, briefings, and executive summaries.
  • Support evaluation of portfolio and program data quality, availability, and usability; identify gaps and recommend practical improvements.
  • Assess existing processes, tools, and reporting approaches to improve visibility into portfolio performance and management needs.
  • Coordinate with stakeholders and technical personnel to validate findings, align analyses to mission needs, and support timely decision-making.
  • Apply knowledge of defense acquisition lifecycle processes, documentation, and program management practices to support analytical efforts.
  • Plan, organize, and accomplish project goals independently using sound judgment, technical expertise, and attention to detail.
  • Support continuous improvement by applying best practices, disciplined analysis, and effective communication across project activities.
  • Present findings and recommendations in a professional manner to Government and contractor stakeholders.
  • Serve as a trusted analytical resource supporting leadership discussions, portfolio reviews, and technical problem-solving.
  • Contribute to a collaborative team environment while managing priorities and delivering high-quality work products.
  • May provide informal leadership or mentorship to junior team members, as needed.
