About The Position

To support the overall financial success of Partnership by providing senior level responsibilities in the preparation and analysis of Generally Accepted Accounting Principles (GAAP) financial statements, statutory financial reports, budget development and internal operational reports. Position maintains a significant role in the maintenance of the general ledger and the month end close process. The Senior Accountant is responsible for or assists with the maintenance and configuration of the accounting systems as well as being an advance user. The Senior Accountant has excellent analytical skills and a thorough knowledge of accounting principles to analyze financial reports and forecasts. Works collaboratively with Finance staff and other Department Directors in the ongoing analysis and reporting of all aspects of the financial statements and other operating metrics. Provides assistance to other staff level accountants.

Requirements

  • Bachelor’s Degree with emphasis in Accounting; minimum five (5)years’ progressive experience in financial reporting and analysis;minimum two (2) years of experience with healthcare data analysis; oran equivalent combination of education and experience.
  • Strong working knowledge of Accounting and Finance principlesincluding GAAP, FASB, GASB and other State and Federal reportingregulations; experience within Medicaid managed care desired.
  • Intermediate to advanced level proficiency in accounting systems(MultiView a plus), Microsoft Excel and Access. Proficientunderstanding of data integrity and database structures. Detailedknowledge of business data analysis, utilizing information systems andprocedures for compiling, analyzing, interpreting, and reporting data.
  • Strong data management, audit control, version management, andreconciliation management skills required.
  • Must demonstrate strong verbal and written communication skills,attention to detail and ensure all assignments are completed with a high level of accuracy on specified due dates and in compliance withregulatory and internal policies: ability to clearly communicatecomplex information to diverse audiences. Excellent analytical,problem solving, investigative and research ability. Ability to work in ateam environment, manage time efficiently, adapt to changing prioritiesand multi-task effectively. Ability to determine appropriate courses ofaction in complex situations that may not be addressed by existingpolicies or procedures. Ability to make decisions that requiresignificant analysis and investigation with solutions requiring originalthinking. Stays current on all regulatory reporting requirements.

Responsibilities

  • Prepares and records monthly journal entries for complex financial items includingcapitation revenue, all other revenues, healthcare costs, administrative costs, balance sheetaccruals, and the company-wide budget. Position must understand all other journalentries and record them when needed.
  • Configures and maintains Capital Assets in Asset Management module ofaccounting system (Multiview).
  • Maintains subledgers for all Balance Sheet and Capital Asset accounts and updates on amonthly basis.
  • Position plays a significant role in the timely preparation of the monthly financialstatements and reconciliation of complex balance sheet accounts as well as all otheraccounts when needed.
  • Prepares the quarterly and annual financial statement reports to DHCS, DMHC and otherregulatory agencies as required. Addresses inquiries regarding the reports from the sameregulatory entities.
  • Prepares documentation for auditors and ensure appropriate resolution to audit inquiriesand/or findings for all financial items and processes managed by the Accounting team.
  • Prepares financial statements and statistical data related to the annual audit andManagement’s Discussion and Analysis (MDA) in accordance with the current Statementof Government Accounting Standards (SGAS), applicable FASB’s, GASB’s, and otherrelated accounting regulations.
  • Assists in the preparation of the quarterly and annual financial statement reports toDHCS, DMHC and other regulatory agencies as required. Addresses inquiriesregarding the reports from the same regulatory entities.
  • Works with department directors in the development of their annual administrative,capital, and/or other healthcare cost budgets. Prepares and distributes monthly operationaland capital reports to the directors and address material actual to budget variances.
  • Prepares and provides support for other revenue, UMQA, other healthcare costs andadministrative costs to be included in the rate development templates and medical lossratio reports as required by State and Federal agencies and prepared by the FP&A team.
  • Performs configuration changes in accounting system (Multiview) and subsystems asrequired and authorized. Creates, develops, and maintains financial reports in accountingsystems and develops tools to export the data into other presentation software.
  • Develops and documents business processes and accounting policies to ensure stronginternal controls and adherence to company policies.
