About The Position

Personnel performing in this position are experienced and motivated security professionals with the necessary skills to support the DoD Anti-Tamper Executive Agent Field Program Office (ATEA FPO) by independently providing multi-discipline SAP/SCI security support executing the following: Serve as the Government SAP Security Officer (GSSO) for assigned programs and activities as authorized by SAPCO, developing and implementing comprehensive security policies and procedures for classified operations. Provide expert guidance and technical assistance to unit personnel in accordance with program directives, Security Classification Guides (SCG), 32 CFR Part 117 (NISPOM), DoDM 5205.07 regulations, Intelligence Community Directives (ICD), and applicable Department of Defense guidance. Develop critical security deliverables including National Interest Determinations (NID), Standard Operating Procedures (SOP), Emergency Action Plans (EAP), security plans, and facility accreditation packages while reviewing, processing, and editing security documentation such as Facility Accreditations, Test Plans, DD Form 254s, OPSEC plans, and specialized reports to ensure compliance with all applicable security regulations and standards. Design and implement tailored SAP/SCI security education and training programs to meet unit-specific requirements, conducting initial, refresher, and supplemental security briefings with comprehensive documentation and maintaining training records to ensure personnel certification compliance. Review and periodically initiate Program Access Requests (PARs), utilizing JADE and DISS. Collaborate with the Directorate security teams to ensure the organization maintains personnel security compliance. Provide direct support to the Program Element Monitor (PEM) for program oversight activities, manage SAP indoctrination updates, and support SAP Enterprise Reform (SER) initiatives while developing comprehensive program disestablishment plans as required. Collaborate with Subject Matter Experts (SMEs) to resolve classification discrepancies and actively participate in steering committee and working group meetings to support organizational objectives and ensure seamless program execution. Supervise and mentor a seven-member MTSI Security and IA/IT team. ROLE AND RESPONSIBILITIES Your essential job functions will include but may not be limited to: Perform duties of Contractor SAP Security Officer (CSSO)/GSSO - Plan, organize, and direct Special Access Program (SAP) security for assigned directorate programs/activities, its facilities and acquisition program systems that support advanced or special programs and SCI material, at contractor and other government locations ensuring that all elements of protection comply with legal and regulatory requirements and meet customer needs throughout the program. Once approved by SAPCO, perform duties as the Government SAP Security Officer (GSSO) for assigned programs/activity as defined in AF and DOD guidance. Ensure protection and safeguarding of SAP and SCI activities in the following areas: Program security management - provide overall security support, and other duties assigned for the management and oversight of all unit SAP/SCI activities. Responsibilities include but are not limited to; developing & implementing security policy and guidance for conducting classified operations & activities. Provides guidance and assistance to unit personnel in accordance with program directives and security classification guides (SCG) Personnel Security - advise unit personnel on current personnel security policies and procedures for obtaining and maintaining SAP/SCI/CNWDI access. Assist in managing SAP access quotas and maintain program access rosters. Information Security and Document control - be responsible for proper preparation and dispatch of classified mail packages to other agencies. Protect, transmit/receive classified materials, contractor proprietary and sensitive information via classified networks and secure fax. Physical Security - be responsible for physical security of the unit’s classified facilities to include entry control, issue badges, generate meeting rosters, conduct entry/exit checks and ensure prohibited devices are not introduced into the facilities. Operations Security (OPSEC) - assist in identifying OPSEC indicators, vulnerabilities & countermeasures to protect classified operations, programs and resources. Assist with the development, implementation and enforcement of OPSEC & ensures unit personnel are aware of current OPSEC concerns and unit security posture. Security Education and Training - support development and implementation of SAP/SCI security education and training program that is tailored to meet specific security requirements of the unit. Develop and conduct initial, refresher and supplemental SAP/SCI security briefings and documents the training. Contract Alternate Special Security Representative (CSSR) - open/close special compartmented information facilities (SCIFs), perform end-of-day security checks, and maintain security codes and combination locks during normal and extended duty days, and after-hours alarm response in accordance with AF and DoD requirements. Under the oversight of the government SSR, administer the SCI security program and maintain applicable SCI directives/regulations. Properly account for, control, transmit, transport, package, and safeguard SCI. Provide for destruction of SCI by authorized means. Conduct and manage SCI personnel, information, physical, and technical security (e.g. TEMPEST and TSCM) actions and procedures. Report and assist in investigating all unauthorized disclosures of classified intelligence information. Conduct a continuing SCI security education training and awareness program to ensure all SCI-indoctrinated individuals are kept apprised of the requirements and guidelines for protecting SCI.

Requirements

  • Minimum of 20 years of relevant DoD work experience (years of experience may be waiverable with customer approval).
  • No less than three (3) years’ experience in a SAP and/or SCI environment within the last five (5) years.
  • Possess a MA/MS/ME degree (Master’s degree may be waiverable with customer approval).
  • Possess an active Top Secret security clearance, based upon a Single Scope Background (SSBI/SBPR).
  • Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.
