About The Position

The Security Design Specialist III evaluates building design, construction, and modifications to identify critical elements and assists in planning and implementing acoustic and Radio Frequency (RF) policies and guidelines within the State Department’s infrastructure.

Requirements

  • Minimum of five years of experience in construction, maintenance, and facility management.
  • Bachelor’s degree in construction management or engineering, certification as an electrical tradesman or in a related field, or an appropriate combination of education and experience.
  • Ability to understand and interpret building codes, blueprints, specifications, foreign and domestic construction methods, and other construction documents.
  • Ability to understand and explain Intelligence Community standards, Overseas Security Policy Board (OSPB) technical and physical security standards, and agency regulations.
  • Ability to interact effectively with groups and individuals outside their organization or agency and participate in interagency working groups.
  • Strong communication skills, including the ability to convey information clearly to coworkers and senior managers through written, electronic, and verbal formats.
  • Strong technical and report writing skills.
  • Proficiency in Microsoft O365.
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
  • Positive attitude, strong teamwork skills, self-motivation, and ability to work independently with minimal supervision.
  • Attention to detail, multitasking ability, and capacity to manage multiple projects in a fast-paced environment.
  • Knowledge of acoustics, radio frequency, HVAC, and power fundamentals.
  • Ability to perform physical activities such as climbing, manual labor, using ladders, and working on construction sites.
  • Current U.S. Government final Top-Secret clearance and qualified for SCI access.
  • Eligible for, able to obtain, and maintain required security clearance and access approvals.

Responsibilities

  • The specialist provides expert knowledge and guidance on security principles, concepts, methodologies, and practices to protect Department facilities.
  • The role participates in project teams to develop and refine technical security standards, particularly those related to Overseas Security Policy Board (OSPB) standards, and prepares technical reports for senior government officials, identifying potential security vulnerabilities and recommending appropriate risk mitigation measures.
  • The specialist reviews designs to confirm that countermeasures meet OSPB standards for New Embassy Compounds (NECs), New Office Buildings (NOBs), and major renovations, supports the Certification Accreditation and Transit (CAT) Branch and the Bureau of Overseas Building Operations by addressing questions from posts and conducting on-site reviews, and participates in working groups focused on policy exceptions and mitigation processes.
  • The specialist produces vulnerability assessments to support the DS Risk Management Framework. The Security Design Specialist III is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support design review and compliance activities.
