The Security Design Specialist III evaluates building design, construction, and modifications to identify critical elements and assists in planning and implementing acoustic and Radio Frequency (RF) policies and guidelines within the State Department’s infrastructure. The specialist provides expert knowledge and guidance on security principles, concepts, methodologies, and practices to protect Department facilities. The role participates in project teams to develop and refine technical security standards, particularly those related to Overseas Security Policy Board (OSPB) standards, and prepares technical reports for senior government officials, identifying potential security vulnerabilities and recommending appropriate risk mitigation measures. The specialist reviews designs to confirm that countermeasures meet OSPB standards for New Embassy Compounds (NECs), New Office Buildings (NOBs), and major renovations, supports the Certification Accreditation and Transit (CAT) Branch and the Bureau of Overseas Building Operations by addressing questions from posts and conducting on-site reviews, and participates in working groups focused on policy exceptions and mitigation processes. The specialist produces vulnerability assessments to support the DS Risk Management Framework. The Security Design Specialist III is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support design review and compliance activities.
