ITA is seeking a ield Security Design Manager to join the team supporting the Department of State in Rosslyn, VA. Please note this opportunity is contingent upon successful contract award, expected Spring 2026. The Bureau of Diplomatic Security is responsible for the protection of U.S. personnel, official facilities, and residences in domestic and overseas locations. This team specifically supports the Technical Surveillance Countermeasures branch, responsible for electronic security, anti-eavesdropping, and protecting diplomatic facilities and personnel from technical threats globally, ensuring secure communications and facilities for U.S. diplomacy. The Security Design Manager serves as the senior project coordinator for the design review and standards compliance section, overseeing the training of design review engineers and staff and managing the section to ensure timely and accurate design review submissions. The manager evaluates building designs, construction, and modifications to identify critical elements, and assists in planning and implementing acoustic and Radio Frequency (RF) policies and guidelines within the State Department’s infrastructure. The role provides expert knowledge and guidance on security principles, concepts, methodologies, and practices to protect Department facilities. The manager participates in project teams to develop and refine technical security standards, particularly those related to Overseas Security Policy Board (OSPB) standards, and prepares technical reports for senior government officials, identifying potential security vulnerabilities and recommending effective risk mitigation measures. The manager reviews designs to confirm that countermeasures meet OSPB standards for New Embassy Compounds (NECs), New Office Buildings (NOBs), and major renovations, supports the Certification Accreditation and Transit (CAT) Branch and the Bureau of Overseas Building Operations, and participates in working groups focused on policy exceptions and mitigation processes. The manager performs and reviews vulnerability assessments as part of the DS Risk Management Framework. The Security Design Engineer is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support design review and compliance activities.

Requirements

  • Current U.S. Government final Top Secret clearance and qualified for SCI access.
  • Eligible for, able to obtain, and maintain required security clearance and access approvals.
  • Minimum of ten years of experience in construction, maintenance, and facility management.
  • Bachelor’s degree in construction management or engineering, certification as an electrical tradesman or in a similar field, or an appropriate combination of education and experience.
  • Ability to understand and interpret building codes, blueprints, specifications, foreign and domestic construction methods, and other construction documents.
  • Ability to understand and explain Intelligence Community standards, Overseas Security Policy Board (OSPB) technical and physical security standards, and agency regulations.
  • Ability to interact effectively with groups and individuals outside their organization or agency and participate in interagency working groups.
  • Proficiency in Microsoft O365.
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
  • Positive attitude, strong teamwork skills, self-motivation, and ability to work independently with minimal supervision.
  • Attention to detail, multitasking ability, and capacity to manage multiple projects in a fast-paced environment.
  • Knowledge of acoustics and radio frequency fundamentals.
  • Ability to perform physical activities such as climbing, manual labor, using ladders, and working on construction sites
