About The Position

Guidehouse is seeking a Financial Analyst to support security assistance programming by serving as the primary point of contact for financial systems, budget execution support, and financial tracking activities. This role is ideal for a detail‑oriented financial professional who can manage complex financial data, support grant and contract lifecycle tasks, and ensure accurate execution of foreign assistance funding. The analyst will collaborate with program officers, contracting officials, and interagency counterparts to support financial oversight and ensure compliance with applicable regulations.

Requirements

  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance.
  • Bachelors degree
  • EIGHT (8) years of professional experience including FIVE (5) years of experience as a financial analyst and THREE (3) years of experience with invoicing to support oversight of contract and grant vouchers and THREE (3) years of experience with price analysis, cost accounting techniques, and development of IGCEs.

Nice To Haves

  • Knowledge of federal budget policies, regulations, and the ability to apply them in an operational environment
  • Prior experience working with the U.S. Department of State or Department of War.
  • Experience with U.S. Government financial systems such as the Global Financial Management System (GFMS)

Responsibilities

  • Serve as the main point of contact for financial systems matters.
  • Assist CORs/GORs in preparing and administering financial milestones across the grant and contract lifecycle, including pre‑award, award, post‑award, and closeout activities.
  • Draft funding requisitions as requested and approved by program leadership.
  • Prepare invoices and supporting documentation for COR review and approval.
  • Support the development and maintenance of program budgets and cost-related spreadsheets.
  • Maintain and manage centralized databases of procured items.
  • Track obligated funds available for future commitments and maintain unliquidated obligations charts.
  • Coordinate with vendors to obtain final costs and determine available funding for potential de‑obligation; prepare de‑obligation requests as directed.
  • Assist in developing Independent Government Cost Estimates (IGCEs) by compiling historical cost data.
  • Enter, manage, and reconcile financial data across foreign assistance data systems and related platforms.
  • Develop and maintain trackers for congressional notifications, allotments, apportionments, and other financial transaction documents.
  • Provide financial updates and reporting to staff as requested.
  • Attend meetings related to programs, contracts, and grants, as required.
  • Support periodic financial management reviews; minimal travel may be required.
