About The Position

Guidehouse is seeking a Security Assistance Data Analyst to support Department of State security assistance programming. This role is ideal for a detail‑oriented, analytically minded professional who can manage complex datasets, develop automated workflows, and create decision‑enabling tools that support the oversight of multi‑billion-dollar foreign assistance accounts. The analyst will partner closely with program managers and interagency stakeholders to ensure data accuracy, streamline reporting, and enhance overall program efficiency.

Requirements

  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance.
  • Bachelor's degree in international relations, political science, economics, data analytics, or a related field
  • EIGHT (8) years of experience in data management, analysis, visualization, workflow development, financial tracking, or delivering data‑driven insights to support programmatic decision-making including TWO (2) years of experience developing automated workflows and dashboards to streamline data management and reporting; a Master's degree may be used in lieu of TWO (2) years' engineering experience

  • Knowledge of U.S. Government foreign assistance, security assistance, or security cooperation frameworks.
  • Proficiency with data analysis and visualization tools, including Microsoft Excel, Lists, Power BI, and other Microsoft applications.

Responsibilities

  • Support program officers in budgeting and execution of multi‑billion-dollar security assistance accounts, including general accounting, data entry, validation, reconciliation, and reporting across data management systems.
  • Coordinate with interagency stakeholders, including financial examiners and other oversight entities, as directed.
  • Track the funding approval process for more than $6 billion annually, including clearance workflows across multiple departments.
  • Conduct budgetary research, data collection, validation, analysis, modeling, and reporting to support briefings, program reviews, and decision-making.
  • Optimize current data management systems and support development of new tools, workflows, and dashboards to streamline reporting.
  • Provide timely responses to requests for budgetary, financial, and programmatic data.
  • Assist program officers with budget formulation, incorporating strategic planning guidance, performance measures, and requirements from relevant strategy documents.
  • Perform analytical, forecasting, and interpretive functions for the management and control of financial resources, including tracking current and prior‑year funds.
  • Conduct studies and audits related to allocation and allotment of funds and ensure compliance with governing financial laws and regulations such as Appropriations Law, the Foreign Assistance Act, and the Arms Export Control Act.
  • Recommend improvements to strengthen financial controls and implement approved enhancements.
  • Ensure compliance with internal controls and procedures to safeguard organizational integrity and protect sensitive information and equipment.
