About The Position

The security of classified facilities and information is a cornerstone of mission success. As a Security Administrator with JCTM, you will support the construction, accreditation, and secure operation of Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program Facilities (SAPFs) across U.S. Marine Corps installations. You will support the Marine Corps Warfighting Laboratory and the Deputy Commandant for Information ICD 705 Task Force throughout the lifecycle of secure facility implementation. Projects include support during construction phases, coordination with receiving units, and direct involvement in day-to-day operations of accredited facilities across sites in Hawaii, Yuma, and Okinawa. Work within highly secure and modern facilities designed under ICD 705 standards. These environments utilize advanced physical and cybersecurity technology to support classified operations and sensitive program execution. This role provides hands-on experience with secure facility operations, specialized security systems, and classified program management. Requirements

  • Bachelor’s degree
  • Minimum of 5 years of experience supporting SCIF/SAPF operations or ICD 705 construction (Level I)
  • Experience with MS Word and documentation tools
  • Familiarity with DISS/JADE systems and SCIF operational security
  • Ability to travel locally within base areas and perform duties outdoors as needed
  • Minimum of 10 years of related experience (Level II)
  • Proven experience as a primary SSR or CSSO (Level II)
  • Leadership in construction-phase security and post-accreditation operations (Level II)
  • Ability to manage security independently across multiple facilities or program offices (Level II)
  • Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information.
  • A Top Secret/Sensitive Compartmented Information (TS/SCI) clearance is required.
  • For roles located in Okinawa, Japan: Candidates must possess valid U.S.–Japan SOFA (Status of Forces Agreement) status and be physically located in Okinawa at the time of application.
  • For roles located in Okinawa, Japan: Acceptable SOFA statuses include U.S. military dependents, DoD civilians, or contractor personnel authorized under SOFA.
  • For roles located in Okinawa, Japan: Applicants not currently residing in Okinawa or without valid SOFA status will not be considered for this location.

Nice To Haves

  • Formal education or certification in SCIF/SAPF or ICD 705 security procedures

Responsibilities

  • Support the Task Force Site Security Manager (SSM) in oversight and documentation of delivery of construction and security materials, site preparation, structure assembly, and installation of mechanical, electrical, and IT components during SCIF/SAPF construction.
  • Assist receiving units with preparing classified program documentation required for facility operation during SCIF/SAPF construction.
  • Support or assume the role of Site Security Representative (SSR) or Contract Special Access Program Officer (CSSO) to oversee daily SCIF/SAPF operations once accredited, including control, safeguarding, and accountability of classified materials.
  • Oversee classified material destruction procedures once accredited.
  • Manage visitor access certification and tracking once accredited.
  • Use DISS and/or JADE to manage access records once accredited.
  • Execute physical, personnel, information, and technical security measures once accredited.
  • Coordinate tenant and visitor access requirements once accredited.
  • Support system installs, upgrades, and de-installs associated with Programs-of-Record once accredited.
  • Independently assume the SSR or CSSO role with minimal oversight (Level II Candidates).
  • Provide senior-level coordination with Marine Corps and Joint Service stakeholders (Level II Candidates).
  • Lead or mentor Level I Security Administrators (Level II Candidates).
