About The Position

Under general direction, supports and enhances the operational effectiveness of OCTA’s Bus Operations Department. This leadership role develops and oversees policies, procedures, and work processes that promote safe, reliable, and efficient bus service delivery. The position collaborates across operating bases and functional support teams to ensure alignment with departmental goals and agency-wide objectives. This is an exempt, management position in Salary Grade 235: Min $131,123.20 – Mid $156,644.80 – Max $182,145.60 per year. The starting salary will be within this range based on qualifications. Requirements

  • Bachelor’s degree in Business, Public Administration, Transportation, or related discipline
  • Minimum of six years of experience in transit operations or comparable service-related industry
  • At least three years of management experience within a union and non-union workforce environment
  • Strong knowledge of labor relations, collective bargaining agreements, and regulatory compliance
  • Experience managing operational systems (HASTUS experience highly desirable)
  • Excellent analytical, problem-solving, and decision-making skills
  • Strong written, verbal, and presentation abilities
  • Adaptability and flexibility to work irregular shifts, including evenings, weekends, and holidays when required
  • Ability to provide leadership during emergency situations

  • Ability to obtain a California Class B Driver License with Passenger and Air Brake Endorsements (preferred)

Responsibilities

  • Provide direct management and oversight of Operations Training programs, ensuring workforce readiness focused on safety, courtesy, and reliability
  • Manage and oversee the HASTUS system for Bus Operations, including system releases, training, and coordination with Information Systems
  • Ensure data accuracy within HASTUS, including payroll compliance for Coach Operators
  • Oversee and evaluate the Bus Operations On-Board Evaluator Program to ensure performance standards are met
  • Develop, maintain, and update department policies, procedures, and work rules outlined in the Coach Operator Handbook
  • Lead grievance investigations and hearings; ensure consistent application of labor agreements and regulatory requirements
  • Facilitate Joint Labor-Management Safety Committee meetings and ensure compliance with PTASP and OCTA safety policies
  • Prepare reports, technical memoranda, and presentations for executive leadership, the Board of Directors, labor organizations, and public stakeholders
  • Represent Bus Operations on cross-divisional technology and operational project teams
  • Assist with contract development, negotiation, administration, and compliance monitoring
