About The Position

Under direct guidance, the Section Manager II/III oversees the procurement of goods and services in support of OCTA business units. This leadership role manages procurement staff responsible for commodities, consultant services, contract transportation, and other external services, ensuring compliance with federal, state, and agency regulations while delivering efficient, high-quality procurement services. This is an exempt management position. Section Manager II is in salary grade 220: Min $113,276.80 – Mid $135,324.80 – Max $157,352.00 annually; Section Manager III is in salary grade 235: Min $131,123.20 – Mid $156,644.80 – Max $182,145.60 annually. The starting salary will be within the established range based on qualifications. This posting will remain open until filled.

Requirements

  • Bachelor’s degree in Business Administration or related field
  • Minimum of four years of procurement and contract experience for the Section Manager II level; six years for Section Manager III.
  • Lead, supervisory or management experience is required; two years is required for the Section Manager II level; three years for Section Manager III.
  • Strong knowledge of public procurement regulations and funding compliance requirements
  • Experience supporting federally funded procurements and DBE compliance
  • Excellent negotiation, analytical, and problem-solving skills
  • Strong leadership and team development capabilities
  • Effective written, verbal, and presentation skills

Responsibilities

  • Oversee procurement activities across assigned Agency business units
  • Ensure compliance with Federal Acquisition Regulations and funding agency requirements
  • Serve as a key Agency resource for procurement policy, procedures, and regulatory guidance
  • Assign and balance procurement workloads to ensure schedules are met
  • Provide oversight and support for complex negotiations to minimize Agency risk
  • Ensure inclusion and compliance with Disadvantaged Business Enterprise (DBE) and small business goals
  • Review staff reports for consistency, accuracy, and policy compliance
  • Represent OCTA at vendor outreach events and external business conferences
  • Identify and implement process improvements to enhance service delivery and cost efficiency
  • Lead staff development, training, performance management, and career growth initiatives
  • Facilitate communication and collaboration between procurement staff and Agency departments
