About The Position

Our customer is the Defense Information Systems Agency (DISA) and acts as the provider of GIG/Defense Information System Network (DISN) services to its customers, the department of Defense (DoD) and national security organizations. This position directly supports the DISA-provided GIG capabilities and services in the 24x7 DISA Global Operations Center (DGOC). The Leidos Digital Modernization Sector and Global Solutions Management-Operations II (GSMO-II) have an opening in our Space Development Agency (SDA) Operations Support Cell for an SDA Operational Support Cell Manager.

Requirements

  • Requires BS degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience. May possess a Doctorate in technical domain. (Or equivalent combination of education and/or experience.)
  • Hold DoD-8570 IAT Level 2 baseline certification (Security+ CE or equivalent) prior to start date.
  • Able to work in a 24x7 shift work environment.
  • Must have an active DoD Secret security clearance.
  • Possess expert level knowledge and understanding of both Transport and IP network topologies.
  • Prior experience managing employees and operations
  • Tech control facility or cyber transport experience
  • Circuit actions experience
  • Telco NOC, inside or outside plant experience.
  • Experience with MS Office suite, i.e. Outlook, Excel, Word, Access, PowerPoint, TEAMs.
  • Experience with one or more of the following: alarm surveillance, fault management, LAN maintenance, performance management.

Responsibilities

  • Manage daily contractor operations, serving as the focal point for all contractor assigned tasks, responsible for addressing and mediating performance issues and ensuring adequate staffing coverage.
  • Ensure SDA OSC adherence to SDA source documentation, DOD polices, DISA circulars, local TTPs, and watch officer documentation.
  • Support relevant Engineering, NetOps, SATCOM, and SDA meetings/conferences to advocate for a balance of effort and the viability of proposed project changes affecting the SDA OSC and its customers.
  • Liaison between the DISA SDA PMO and DISA IE team to maintain situational awareness (SA) for operational requirements for SDA product installations, test, and acceptance (IT&A).
  • Responsible for overall network support for customer programs including monitoring and evaluating various components of the DISA Enterprise Network.
  • Partner with engineering team to provide specifications for network architecture, evaluating and integrating new technologies to enhance current capabilities, and performing needs assessments.
  • Analyze user requirements, concept of operations documents, and system architectures to develop solutions for network outages or other systems issues.
  • Provide advanced troubleshooting and problem resolution of complex network problems.
  • Interacts with customer and/or senior leadership regarding network engineering, technical considerations, and for associated problems, issues or conflicts.
  • Verify equipment is operating within parameters of predetermined configurations and react to alarms as necessary.
  • Work with DoD SATCOM Gateway facilities and deployed operators to troubleshoot and resolve SONET, IP and SATCOM network issues.
  • Provide SONET/SDH/IP network support to include configuration of switches, routers, multiplexers, media converters, and modems.
  • Utilization of diagrams, maps, cut sheets, and TSOs/SAAs/GAAs as source documentation for network configuration.
  • Utilize ticketing applications to aid in customer problem tracking and resolution in all aspects of the network integral to our customer's communications.
