About The Position

CyKor is seeking a ScrumMaster/Systems Analyst to support a U.S. Coast Guard (USCG) program delivering mission-critical systems. This hybrid role will serve as both an Agile servant leader and a technical liaison between stakeholders, product owners, and development teams. The ideal candidate is highly organized, mission-focused, and experienced working in federal Agile environments, with the ability to translate operational needs into actionable technical requirements while driving consistent, high-quality delivery.

Requirements

  • Bachelor’s degree in Information Systems, Computer Science, Engineering, or a related field (or equivalent experience).
  • 5+ years of experience in Agile delivery roles, including Scrum Master and/or Systems Analyst responsibilities.
  • Active Secret clearance
  • Hands-on experience supporting Agile teams in a federal or DoD environment.
  • Strong understanding of Scrum, Agile frameworks, and iterative delivery models.
  • Experience gathering and documenting system requirements and user stories.
  • Ability to communicate effectively with both technical teams and government stakeholders.
  • Experience using Agile tools such as Jira, Confluence, or similar platforms.

Nice To Haves

  • Certified Scrum Master (CSM), SAFe Scrum Master (SSM), PMI-ACP, or similar Agile certification.
  • Prior experience supporting U.S. Coast Guard or DHS programs.
  • Experience working on systems involving data integration, APIs, or enterprise platforms.
  • Familiarity with federal SDLC, documentation standards, and governance processes.
  • Strong analytical and problem-solving skills with attention to detail.
  • Experience working in hybrid Agile environments (Scrum / SAFe / DevSecOps).

Responsibilities

  • Serve as Scrum Master for one or more Agile teams supporting USCG systems.
  • Facilitate Agile ceremonies including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives.
  • Coach team members on Agile principles, Scrum practices, and continuous improvement.
  • Remove impediments and blockers to ensure steady team velocity and delivery.
  • Partner closely with the Product Owner to maintain a healthy, prioritized backlog.
  • Track and report Agile metrics (velocity, burn-down, capacity, risks) to government and internal stakeholders.
  • Promote transparency, accountability, and collaboration across technical and non-technical teams.
  • Elicit, analyze, and document functional and non-functional requirements from USCG stakeholders.
  • Translate operational and mission needs into clear user stories, acceptance criteria, and system requirements.
  • Support system design discussions by bridging business needs with technical solutions.
  • Collaborate with developers, testers, cybersecurity, and infrastructure teams to ensure requirements are fully understood and implemented.
  • Validate delivered functionality against documented requirements and acceptance criteria.
  • Assist with documentation such as system artifacts, workflows, data flows, and process diagrams.
  • Support compliance with USCG and federal standards, including security, governance, and documentation requirements.
