About The Position

The Scrum Master will support the Texas Health and Human Services Commission on enterprise data, analytics, and modernization initiatives. This role is responsible for facilitating Agile delivery, enabling high -performing cross -functional teams, and ensuring consistent application of Scrum principles and practices. The Scrum Master serves as a servant leader and coach to the product owner, development team, and stakeholders, removing impediments and promoting Agile best practices. This position fosters collaboration, transparency, and continuous improvement while ensuring alignment with program and organizational goals.

Requirements

8 years of experience serving as a Scrum Master for Agile teams delivering technology or data platforms.
8 years of experience facilitating Sprint Planning, Daily Stand -ups, Sprint Reviews, and Retrospectives.
8 years of proven ability to identify, track, and remove impediments impacting team delivery.
8 years of experience coaching teams on self -organization, accountability, and continuous improvement.
8 years of experience using Agile lifecycle management tools (e.g., Jira).
8 years of ability to support reporting on velocity, sprint metrics, and delivery progress.
8 years of experience working in enterprise or large -scale IT initiatives.

Nice To Haves

4 years of experience working on state or government technology projects.
Scrum Master certification (CSM, PSM, or equivalent).

Responsibilities

Facilitate Sprint Planning, Daily Stand -ups, Sprint Reviews, and Retrospectives to ensure effective team cadence and delivery.
Serve as servant leader and coach to the product owner, development team, and stakeholders throughout the project lifecycle.
Identify, track, and remove impediments that impact team delivery and overall program progress.
Coach teams on self -organization, accountability, and continuous improvement practices.
Support reporting on velocity, sprint metrics, and delivery progress for program and organizational stakeholders.
Promote Agile best practices and ensure consistent application of Scrum principles across the team.
Manage and maintain Agile lifecycle management tools, such as Jira, to support team transparency and planning.
Analyze current operational procedures and team dynamics to identify problems and recommend process improvements.
Foster collaboration and alignment between cross -functional teams, stakeholders, and organizational leadership.
Ensure delivery activities remain aligned with enterprise program goals and agency objectives.
