About The Position

Provide services as a Scientific Program Manager in support of the overall functions of the NIAID Office of Science Management and Operations (OSMO), National Institute of Allergy and Infectious Diseases (NIAID).

Requirements

  • Bachelor’s degree in related field.
  • Minimum of 10 years of related experience.
  • Ability to work independently, multitask, and pay close attention to detail.
  • Strong written, oral, and visual communication skills.
  • Ability and willingness to work on a team, excellent customer relations.
  • Proficiency with Microsoft Word, PowerPoint, or other equivalent software suites

Responsibilities

  • Write recommendation memos, position descriptions, and other documents for scientific, technical, and administrative staff.
  • Develop strategies to address recruitment, retention, and workforce challenges for mission-critical positions.
  • Provide guidance to senior and program level leadership on personnel policies, procedures, and federal requirements.
  • Track, interpret, and implement new federal directives and executive orders affecting workforce policy and operations.
  • Prepare briefing materials and complex scientific summaries on a broad range of diseases and research areas for various purposes and audiences.
  • Develop scientific and technical materials regarding NIAID research programs, activities, accomplishments, and program priorities.
  • Review, edit, and provide recommendations on materials prepared by other NIAID staff.
  • Develop and deliver training sessions/modules, comprehensive resources, job aids, and other reference materials/tools to support administrative operations and business practices.
  • Draft, review, and provide guidance on award nominations for staff and program recognition.
  • Manage, review, and provide quality assurance for Title 42, Title 5, and SBRBPAS recruitments, appointments, conversions, and pay adjustments packages.
  • Serve as Executive Secretary for senior-level recruitments for extramural divisions and the Office of the Director.
  • Manage and review cases submitted to the NIAID Pay Board (chaired by the NIAID Deputy Director and comprised of NIAID Division Directors/Office Heads).
  • Support rapid-turnaround analysis and special projects requiring personnel or workforce data.
  • Provide continuous guidance and consultation to managers and leadership throughout personnel processes.
  • Evaluate personnel action tracking systems, databases, and workflows to identify inefficiencies or gaps.
  • Recommend and support modernization, automation, or process-improvement solutions to enhance personnel operations.
