About The Position

Introduction The Maryland Department of Labor Division of Workforce Development and Adult Learning - Correctional Education unit is accepting applications from qualified applicants for the position to build an applicant pool for current and anticipated position vacancies. GRADE ASTD23 LOCATION OF POSITION MD Department of Labor Headquarters 100 S. Charles Street Baltimore, MD 21201 Main Purpose of Job To represent Maryland Department of Labor (MD Labor) within the Division of Workforce Development and Adult Learning (DWDAL) for the Correctional Education (CE) Special Education program. To provide services to students with disabilities who attend a CE school located within the Maryland Department of Public Safety and Correctional Services (DPSCS) facilities. To report to MD Labor headquarters in Baltimore, MD. This individual will work primarily with the CE Special Education Coordinator, Special Education related service providers, CE Special Education Teachers/Case Managers, CE General Education Teachers, CE Principals, and the CE Special Education Data Manager/Individual Education Program (IEP) Specialist. This individual will ensure students on their caseload, primarily ages 18 to 21, receive the following: Representation at child-find, amendment, annual, and triennial IEP and 504 meetings; counseling services; formal and informal assessments; observations and interviews for data collection; and, parent/guardian collaboration. This individual will complete assigned documentation on the Maryland Online IEP (MOIEP) system to uphold the Individuals with Disabilities Education Act (IDEA), the Code of Maryland Regulations (COMAR) and the Maryland State Department of Education (MSDE) guidelines. This individual will maintain strict confidentiality of students’ records in accordance with policies outlined by IDEA, COMAR, MSDE, MD Labor, CE, Family Educational Rights and Privacy Act (FERPA), and Health Insurance Portability and Accountability Act (HIPAA).

Requirements

  • Education: Determined by the Maryland State Board of Examiners of Psychologists under the licensing requirements for Psychologists.
  • Experience: Two years of experience rendering psychological services or engaged in psychological research after receipt of the Psychologist license.
  • Candidates for this classification must be licensed as a Psychologist by the Maryland Board of Examiners of Psychologists prior to permanent appointment to a position.
  • Employees in this classification may be assigned duties that require operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Nice To Haves

  • One (1) year of experience conducting formal psychological evaluations, writing a comprehensive psychological report, and identifying students' primary disability that allow a multidisciplinary team to determine special education eligibility.
  • One (1) year of experience counseling students in a school setting on the topic of their IEP goals and objectives.
  • One (1) year of experience collaborating with various professionals on a multidisciplinary team on the development and implementation of an IEP.

Responsibilities

  • Provide quality and timely in-person counseling services in accordance with students' IEP goals(s), objective(s), and related service hours
  • Provide one's own transportation for travel to and from one's assigned CE schools on a monthly and/or bi-weekly basis
  • Bi-weekly, document the time, date and content of students counseling session on MOIEP and a Google related service provider tracking document
  • Tri-annually complete student's IEP Progress Reports based on their goal(s)
  • Consult with student's teacher(s), related service providers, and parent/guardian to discuss the student's growth, struggles, and needs as they relate to counseling goal(s)
  • Attend child-find, IEP, and 504 Plan meetings at assigned schools to assist in student eligibility, program planning, and revision of documents
  • Conduct consultation sessions with students' teacher(s), parent/guardian, related service providers, DPSCS case manager(s), and/or the Special Education Coordinator as part of the student's interdisciplinary team
  • Use a wide range of tools and measures to conduct in-person form psychological assessments to determine students' cognitive, behavior, and organized Comprehensive Psychological Report
  • Interpret and discuss the diagnosis, etiology, and treatment recommendations at a students' child-find, IEP, or 504 Plan meeting as reflected in the Comprehensive Psychological Report
  • Write MOEIP present levels of academic achievement and functional performance (PLAAFPs) based on the Comprehensive Psychological Report, and if applicable, identify goal(s), objective(s), supplementary aid(s), and related services
  • Document on MOIEP a discussion held with a parent/guardian and the time, date and content
  • Communicate with the Special Education Coordinator if absences or delays are expected to work attendance, field visits, or paperwork: An email, phone call, and/or text is sent prior to the absence or delay
  • Communicate with the school principal and Special Education Teacher with a minimum of 1 week advance notice to conduct formal testing, attend IEP meetings, conduct counseling sessions, and/or collaborate with staff
  • Attend professional development that is hosted by CE and the CE Special Education program
  • Maintain a daily Google Calendar of one's scheduled events, due the last dat of the work week for the following week
  • Collaborate with the Special Education Coordinator to design and provide professional development for CE staff in relation to related services.
