About The Position

This advanced level SCADA Engineering position is responsible for the oversight and supervision of other technically trained staff members who supply system and infrastructure support and maintenance to the Water Resources Department. This position performs system engineering, installation, upgrades, and advanced troubleshooting of multi-platform hardware/software solutions for enterprise network servers, storage systems, backup systems, personal computers, peripherals and end user devices. Manages complex enterprise technology projects in accordance with established project management methodology. Engineers solutions using established technology standards to develops multi-platform hardware/software solutions for enterprise network servers, storage systems, backup systems, personal computers, peripherals, and end user devices.

Requirements

  • Bachelor's degree from an accredited college or university with a major in information technology or related engineering field
  • Five (5) years of experience troubleshooting and supporting enterprise level hardware/software solutions for network servers, storage systems, backup systems, personal computers, peripherals and end user devices
  • An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted
  • Possession of a valid Florida Driver's License
  • Ability to follow oral or written instructions.
  • Analytical ability and thinking is required to devise new, non-standard approaches to highly intricate, technically complex problems.
  • Knowledge of enterprise infrastructure engineering, design and architecture of multi-platform hardware/software solutions for enterprise network servers, storage systems, backup systems, peripherals, and end user devices.
  • Knowledge of industry standards, characteristics, features, and troubleshooting methods associated with network server x86 platforms and virtual servers running Windows and Linux operating systems, server-based applications, network storage systems, and enterprise level backup systems.
  • Knowledge of industry standards, features and troubleshooting methods of servers, operating systems, end user applications, and server management software associated with Windows, Hyper V, VMWare, and Linux.
  • Ability to organize, prioritize and manage multiple complex projects and tasks to meet delivery dates.
  • Ability to troubleshoot complex hardware/software technical issues associated with enterprise network servers, storage systems, backup systems, personal computers, peripherals and end user devices.
  • Ability to develop, edit, and present technical designs, network diagrams, project plans and other technical reports.
  • Critical Thinking: Requires highly technical thinking with a solid understanding of information technology systems and integration. Ability to analyze system and infrastructure problems down to a specific device level with a firm understanding of client/server-based architecture and implementation. Understands, critiques, and trains others in the operation and maintenance of Windows and Linux based servers, systems, and applications.
  • Decision Making: Independent judgment is require to evaluate new approaches to problem solving and assess changing facts or conditions. Analytical ability and thinking is required to devise new, non-standard approaches to highly intricate, technically complex problems.
  • Communication: Requires regular contact with internal persons such as group and section managers, plant managers, project managers, IIO and any other persons of importance and influence. Requires establishing good working relationships with all internal and external customers.
  • Strategic Planning: Requires strategic planning in the overall needs of the PUD SCADA system countywide. Develops a plan that will address all aspects of the system to include technology, communication, security, staffing, organization standards, and operations. Articulates a long-term vision for leveraging a SCADA system for effective system-wide operations while identifying business, technical, and operational needs and requirements.
  • Managerial/Operational Skills: May oversee and train lower level employees and manage multiple projects at one time. Define specific, short-term and long-term projects including costs, resource commitment, schedules and dependencies. Develop and identify policies, procedures, organization, technologies and a controlled means of managing change within the department's network.
  • Leadership: Will be the subject matter expert regarding SCADA system infrastructure business decisions, providing technical advisement and recommendations to management, project management and executive management. Guides engineers, contractors, and other technical workers through various technological decisions to promote availability and reliability of SCADA infrastructure and systems.
  • Analytical Ability: Able to analyze server and system operation and issues down to a specific device level through the analysis of performance indicators and system logs. Able to make decisions that are sensible and prudent given the available information.
  • Managing Complexity: Manage complex situations and make difficult decisions in a timely manner while balancing the needs of our customers with the demands and challenges of providing reliable, resilient operational technology services.

Nice To Haves

  • Knowledge of industry standards, characteristics, features and troubleshooting methods associated with network server platforms and virtual servers running Windows operating systems, server based applications, network storage systems and enterprise level backup systems
  • Knowledge of industry standards, features and troubleshooting methods of computers, end user devices, desktop operating systems, end-user applications, and desktop management software associated with personal computers, peripherals, and end-user devices and software such as Hyper V, VMWare, Splunk, and Nagios are desirable.
  • Having the ability to organize, prioritize and manage multiple complex projects and tasks to meet delivery dates in a fast-paced technical environment where teamwork, quality and reliability service are integral in meeting Departmental objectives.
  • Experience operating in a SCADA industrial control environment is desirable.

Responsibilities

  • Performs remedial troubleshooting for hardware and software systems, preventative maintenance, patching and upgrades for enterprise network servers, storage systems, backup systems, peripherals, and end user devices.
  • Provides Tier-2 and Tier-3 technical support for escalated complex issues in supporting multiple infrastructure platforms related to enterprise network servers, storage systems, backup systems, personal computers, peripherals, and end user devices.
  • Performs project management duties on complex technology projects in accordance with established project management methodology. Acts as team technical liaison for externally managed technology projects and departmental initiatives.
  • Performs data backup and restores of server applications, databases, and user data files and performs tape management duties.
  • Develops, edits, and presents technical designs, network diagrams, project plans and other technical reports.
  • Performs user account management functions.
  • Performs as supervisor to oversee subordinate technical personnel engaged in performance of installation, maintenance and support of hardware and software systems.
  • Provides mentoring and training to peers and subordinates.
  • Guides engineers, contractors, and other technical workers through various technological decisions to maintain the integrity of the SCADA system.
  • Performs other related duties as assigned.
