About The Position

We are seeking a senior manager/action officer to lead the stand-up of a new tactical analytic unit focused on the collection, processing, and assessment of Suspicious Activity Reports (SARs) and incident information supporting DOE/DoD missions. This role will work closely with an existing analytic team to establish a new analytic cell, including processes, governance, and interagency relationships. This position is dependent on being fully funded by the government. The ideal candidate brings strong project management experience, the ability to operate in ambiguous environments, and demonstrated success building teams and processes from the ground up.

Requirements

  • Master’s degree with 8+ years of relevant experience or Bachelor’s degree with 10+ years of relevant experience
  • Active DOE Q or DOD TS clearance required
  • Demonstrated project or program management experience
  • Strong interpersonal, communication, and coordination skills
  • Ability to work collaboratively across organizations and disciplines

Responsibilities

  • Coordinate with senior leadership and multiple organizations to finalize Concepts of Operations (CONOPs) and negotiate clearly defined roles and responsibilities.
  • Document requirements, authorities, and expectations across internal and external partners.
  • Support onboarding of new analysts, including documenting individual roles and responsibilities.
  • Establish and maintain monthly and quarterly partner meetings to review SARs, incidents, reporting trends, and intelligence products.
  • Develop and maintain relationships with organizations with similar missions across the Federal Government.
  • Oversee end-to-end SAR collection, intake, and management processes.
  • Partner with the Analytic Lead to ensure completeness and quality of periodic SAR summaries and assessments.
  • Lead the establishment of a new SAR and incident analysis cell, integrating with existing government roles and responsibilities.
  • Develop information-flow processes, ensure system and account access, and author Standard Operating Procedures (SOPs).
  • Design and execute tabletop exercises to validate and refine analytic and response processes.
  • Draft analytic and management products for internal and client review.
  • Represent the program in DOE, DoD, IC, and interagency forums and working groups.
