About The Position

About the Role: Vanguard’s distribution strategies continue to evolve in both scale and complexity. As sales interactions become more personalized, iterative, and product‑driven, this evolution highlights an opportunity to further align regulatory, governance, and enablement frameworks with today’s operating environment—supporting more efficient execution and greater clarity for frontline teams. This role is critical to establishing a dedicated Sales Regulatory Enablement function with a clear mandate: enable Distribution’s ability to deliver on key distribution and product strategies in a compliant way, while strengthening regulatory confidence, consistency, and speed to market. The Senior Manager will build and lead this new function, managing a team of Regulatory Specialists and Project Managers, and serving as the primary regulatory enablement partner for Sales‑led initiatives across the division.

  • Demonstrated experience leading complex, cross‑divisional programs or multiple interdependent workstreams, driving delivery across the full program lifecycle from strategy through implementation while meeting quality, timeline, and budget expectations.
  • Proven people leadership capability, including hiring, developing, and performance‑managing managers and senior specialists, with experience setting expectations, coaching for growth, and making compensation decisions aligned to HR policy.
  • Strong strategic planning and execution skills, with the ability to develop and manage multi‑year program roadmaps that translate future‑state vision into actionable, measurable outcomes.
  • Experience managing risk, control, and financial oversight, including budget management, cost tracking, variance escalation, and ensuring compliance with regulatory, audit, and legal requirements; financial services or sales experience a plus.
  • Financial services and/or sales environment experience strongly preferred, with an understanding of industry dynamics, regulatory considerations, and client‑focused outcomes considered a plus.

Responsibilities

  • Hires, evaluates, and supervises crew. Provides guidance and training as necessary to develop crew. Sets performance standards, reviews performance, and makes informed compensation decisions in accordance with all applicable Human Resources policies and procedures.
  • Manages cross-divisional programs or multiple workstreams within a larger program. Drives all phases of the program lifecycle from inception through implementation while ensuring that business objectives are delivered with high quality and within targeted timeframes.
  • Creates and maintains a multi-year program strategy that clearly identifies specific actions and tasks needed to achieve future state goals. Provides written and verbal communication to many different audiences within Vanguard on the status of the program.
  • Builds and maintains strategic relationships across sites, departments, divisions, and internal and external partners to support their program initiatives. Develops strong relationships with program leadership, sponsors, and workstream leads.
  • Ensures all steps are taken to mitigate risk, and maintains control, compliance, audit, and legal requirements. Integrates and oversees change management efforts across the overall program. Closely monitors program costs and budget and escalates cost variances appropriately and timely.
  • Participates in special projects and performs other duties as assigned.
