As a member of the Partnerships team, the Sales Enablement Specialist will build trusted relationships with government decision-makers and gain a deep understanding of the challenges governments face when developing, delivering, testing, and scaling accessible public programs. Requirements

  • Relevant experience in government, public-sector institutions, or political analysis, with the ability to navigate procurement, stakeholder dynamics, and complex government environments.
  • Excellent written communication skills, with the ability to quickly synthesize complex information and present it clearly and persuasively.
  • Demonstrated experience engaging with public-sector digital transformation, user-centered design, and modern service delivery approaches.
  • Excellent organizational skills, with the ability to manage multiple deadlines effectively.
  • Ability to grasp complex policy, organizational, or service-delivery contexts and translate them into clear, actionable written materials.
  • Growth-oriented mindset, with a willingness to learn, receive feedback, and improve performance.
  • Collaborative, adaptable, and able to navigate complex, evolving environments with professionalism and sound judgment.
  • A strong understanding of public-sector digital transformation, user-centered design, and modern product delivery principles, tools, and lifecycles.
  • Strong interpersonal and oral communication skills, with a proven ability to build long-term, trust-based relationships with stakeholders and government executives.
  • Exceptional written communication skills, with the ability to express complex ideas concisely and persuasively, free from errors.

Nice To Haves

  • Graduate education in public policy, political science, international relations, business, or a related field.
  • Consulting experience.
  • Familiarity with public sector procurement processes (e.g., RFPs, Standing Offers, Supply Arrangements, or equivalents).
  • Bilingualism (French/English).

Responsibilities

  • Manage the RFP and opportunity pipeline end-to-end, ensuring deadlines are met, procurement requirements are followed, and internal coordination runs smoothly.
  • Draft, edit, and refine high-quality proposal materials, including organizational narratives, case studies, and responses to standard and bespoke RFP questions.
  • Monitor public-sector procurement portals and opportunity listings across jurisdictions, and identify, qualify, and prioritize opportunities aligned with Code for Canada’s mission and capabilities.
  • Coordinate inputs from internal teams (Delivery, People & Culture, Finance, and leadership) to assemble complete, accurate, and compelling submissions.
  • Support and progressively manage a defined public-sector territory (e.g., by jurisdiction, sector, or program type), tracking opportunities and engagement over time.
  • Build and maintain relationships with public-sector decision-makers and influencers, supporting long-term partnerships and repeat engagements.
  • Support and progressively lead opportunities through the full sales cycle, including discovery conversations, scoping sessions, and proposal development, with guidance from senior colleagues as needed.
  • Own proposal strategy, positioning, and clarity, ensuring submissions are well-structured, persuasive, and tailored to the public-sector context.
  • Contribute to growth planning and account development, informed by partner priorities, budget cycles, market trends, procurement shifts, and policy developments.
  • Maintain CRM accuracy, pipeline hygiene, and reporting discipline, and contribute to continuous improvement of sales processes, tools, and documentation.
  • Collaborate closely with Delivery and Marketing & Communications teams to scope engagements, develop sales collateral, support Account-Based Marketing efforts, and strengthen Code for Canada’s overall go-to-market approach.
  • Uphold and promote Code for Canada’s mission and values in all external engagements.
