About The Position

Supports the organization’s safety, risk management, and regulatory compliance programs to protect employees, passengers, assets, and the public. Provides oversight and operational leadership for the agency’s Safety Management System (SMS) implementation. Oversees regulatory compliance, and enterprise risk mitigation. Partners closely with the director, executive leadership, operations, maintenance, human resources, and external stakeholders to promote a proactive safety culture and ensure compliance with federal, state, and local requirements.

Requirements

  • Bachelor’s degree in occupational health, safety human resources, engineering, business management, finance, or closely related field. Equivalent experience may be considered in lieu of educational requirement.
  • One (1) year of job-related experience assessing safety and performing employee compliance on safety and/or accident prevention programs in a safety, risk management, or compliance role.
  • Three (3) years of managerial experience in related field.
  • Obtain Occupational Safety and Health Administration (OSHA) OSHA 511‑Standards for General Industry certification within one year of appointment and throughout employment.
  • Valid Wisconsin Class D driver’s license at the time of appointment and throughout employment.
  • Knowledge and experience with Wisconsin public entity liability and workers compensation act and the principles and best practices of claim standards.
  • Knowledge of the methods and practices of loss trending, loss control, risk forecasting, risk transfer, risk financing, risk assessment, and analysis.
  • Must have an intermediate knowledge of all related computer and software applications such as word processing, spreadsheets, and Risk Management Information Systems (RMIS).
  • Able to read, analyze, and interpret safety rules, regulations, scientific or technical journals, government regulations, legal documents, and insurance policies.
  • Knowledge of workplace safety best practices, OSHA regs, internal work rules, analytical skills, report writing skills.
  • Ability to define problems, collect data, establish facts, draw conclusions and ability to maintain sensitive or confidential information partnered with strong critical thinking skills.
  • Good written, interpersonal & negotiation skills.
  • Be able to explain and gather information, answer queries, or assist internal and/or external stakeholders.
  • Must have the ability to build trust with employee’s external partners with the ability to persuade others.
  • Must have a strong sense of discretion, urgency, and professionalism with ability to multitask while working independently.

Responsibilities

  • Support the development, implementation, and continuous improvement of the organization’s Safety Management System (SMS) in accordance with FTA regulations and guidance.
  • Ensure compliance with all applicable federal, state, and local safety regulations, including FTA, OSHA, DOT, and state safety requirements.
  • Develop, maintain, and update safety policies, procedures, and standard operating guidelines.
  • Coordinate and support internal and external safety audits, inspections, and triennial reviews; track corrective actions to closure.
  • Ensure timely and accurate reporting to regulatory agencies and internal leadership.
  • Maintain OSHA logs, safety records, and required documentation.
  • Identify, assess, and mitigate operational, financial, and organizational risks using formal risk assessment methodologies.
  • Maintain and oversee enterprise risk registers, hazard logs, and corrective action plans.
  • Analyze trends in accidents, incidents, injuries, and near-miss events to recommend data-driven risk reduction strategies to improve the safety of employees and passengers.
  • Support insurance, claims management, and loss control efforts in coordination with legal counsel and insurers.
  • Develop and oversee safety training programs for all levels of the organization, including leadership, supervisors, and frontline staff.
  • Promote a positive, just, and proactive safety culture through communication, coaching, and employee engagement.
  • Serve as a subject-matter expert and advisor to monitor safety and risk-related matters.
  • Provide strategic guidance and regular reporting to MCTS managers and governing bodies.
  • Collaborate with operations, maintenance, HR, legal, communications, and labor representatives to integrate safety and risk considerations into daily operations.
  • Represent the organization in safety-related meetings with regulatory agencies, peer organizations, and industry groups.
  • Perform other duties as assigned.
