The Safety & Health Manager (SHM) leads the development, implementation, and continuous improvement of safety programs supporting debris management and disaster‑recovery operations. The SHM ensures compliance with OSHA, EM 385‑1‑1, and all applicable safety regulations. This role fits within Safety and closely partners with Operations to ensure safe work sequencing and hazard mitigation. Success in the first 12 months includes strengthening safety culture, reducing incidents, and improving compliance across multi‑region, high‑tempo operations.

Requirements

  • Bachelor’s degree in Occupational Safety, Industrial Hygiene, or related field.
  • Minimum 7 years of safety management experience in debris, construction, industrial, or emergency‑response settings.
  • Experience supporting rapid mobilization and high‑tempo, multi‑region operations.
  • Strong knowledge of OSHA and EM 385‑1‑1 requirements.

  • First Aid/CPR
  • Valid driver’s license

Responsibilities

  • Safety Program Leadership & Compliance Develop, implement, and maintain corporate Safety & Health policies and systems. Lead development and maintenance of APPs and site‑specific safety plans. Ensure compliance with OSHA 1910/1926, EM 385‑1‑1, and state/local regulations. Enforce stop‑work authority and corrective actions.
  • Training, Inspections & Field Oversight Deliver safety training on hazard recognition, equipment operation, and emergency response. Conduct toolbox talks, daily briefings, and targeted training. Perform inspections, audits, and field observations. Oversee subcontractor safety compliance.
  • Operational Hazard Control Guide hazard mitigation for ROW, PPDR, WWDR, stump extraction, and TDSR operations. Plan safety controls for surge mobilizations, extended hours, and night operations. Oversee work involving heavy equipment, chainsaws, marine work, and traffic control.
  • Incident Prevention, Investigation & Reporting Conduct investigations using root‑cause analysis. Track and implement corrective/preventive actions. Analyze trends and deploy targeted interventions.
  • Emergency Preparedness & Workforce Protection Develop emergency response plans and severe weather protocols. Support HAZWOPER‑related safety and spill response. Coordinate safety actions during incidents and evolving field conditions.
