About The Position

The SHE Manager is responsible for the implementation of the organization's Health, Safety & Environmental strategy, working towards Goal Zero to ensure all employees have a safe and healthy work environment.Essential Functions/ResponsibilitiesPartner with Plant Site Leadership to achieve Goal Zero for a safe and healthy work environment:Collaborate closely with the leadership team to develop and implement strategies aimed at eliminating workplace injuries and incidents.Promote a culture of safety and health throughout the organization, including strong leadership presence in the field/GEMBA.Manage technical direct reports and contract hourly security personnel:Supervise and provide guidance to the SHE team and security staff.Ensure that all team members are adequately trained and equipped to perform their duties safely and effectively.Ensure compliance with all Safety, Health, and Environmental (SHE) laws and regulations:Stay updated on relevant laws and regulations (OSHA, EPA, TCEQ, NFPA, etc).Implement and monitor compliance programs to ensure the organization meets all legal requirements (SWPPP, SPCC, IMS, IH, etc).Lead and manage SHE/Training programs:Oversee the development and execution of SHE/Training programs meeting both regulatory requirements and tailored to the specific needs of the business or facility (site safety improvement plan).Ensure these programs are effective in maintaining a safe and healthy work environment (leading/lagging KPI's, etc.).Develop new methods to drive engagement and continuous improvement of SHE practices:Innovate and implement new strategies to enhance employee engagement in SHE initiatives.Continuously seek ways to improve SHE practices and outcomes, leveraging continuous improvement (leader standard work, visual management systems, etc)Provide technical expertise and leadership/guidance in areas such as Ergonomics, Electrical Protection, Fall Protection, Safe Work Permitting, Mobile Equipment, Guarding, Storm/Waste Water Pollution Prevention, SPCC, Industrial Hygiene, and Process Safety:Offer specialized knowledge and support in various SHE areas to ensure comprehensive safety and health management.Address specific risks and hazards associated with these areas; develop effective relationships with teams through GEMBA, leadership presence, etc.Identify SHE priorities and programs for the managed area, including performance metrics and change management:Work with leaders and utilize safety management system/data to determine key SHE priorities and develop programs to address them.Establish and track performance metrics (leading/lagging) to measure the effectiveness of these programs; provide guidance on needed improvements and approach.Manage PSM/RMP programs, including MOC/PSSR review, PHAs, contractor safety program, and safe work permit process:Oversee Process Safety Management (PSM) and Risk Management Plan (RMP) programs.Ensure appropriate use of Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes.Lead Process Hazard Analyses (PHAs) and manage contractor safety and safe work permit processes.Participate in SHE hazard/risk assessments and compliance auditing processes:Conduct regular assessments to identify and mitigate SHE hazards and risks.Participate in compliance audits (PSM, RMP, IMS, etc.) to ensure adherence to SHE standards and regulations.Develop and administer root cause analysis procedures for near miss and failure occurrences:Create and implement procedures to investigate and analyze the root causes of near misses and incidents (5-Why, cause mapping, etc.).Ensure solutions captured in management system and driven to completion to prevent recurrence.Ensure accuracy and timeliness of all environmental reports and manage Center of Excellence programs or processes:Oversee the preparation and submission of environmental reports to ensure compliance with regulatory requirements.Manage specialized programs or processes, such as personnel safety, industrial hygiene, material set-ups, and environmental safety, to maintain high standards of SHE performance.

Requirements

  • Bachelor's Degree in occupational safety, environmental, health, or a related field
  • 5 years of supervisory experience
  • 10 years of experience in the safety, health, and environmental field
  • Prior experience leading, developing, and implementing programs and processes
  • Prior supervisory or management experience
  • Strong written and verbal communication skills in English
  • Immigration sponsorship is not available for this role
  • Strong understanding of PSM and associated elements/programs

Nice To Haves

  • Experience working with regulatory agencies such as TCEQ and associated permitting, etc.
  • Continuous Improvement Leadership - LSS belt/certifications, experience in TPM, etc.
