About The Position

The Safety Coordinator (HSE Technician) is responsible for ensuring that all midstream pipeline construction operations comply with federal, state, and company safety policies. This role actively monitors jobsite conditions, conducts training, supports field crews, and works to prevent incidents through hazard identification, corrective actions, and safety leadership. The Safety Coordinator works closely with the Superintendent, Foremen, and client safety representatives.

Requirements

  • High school diploma or equivalent.
  • 2 years of safety experience in oil and gas, midstream, or heavy construction.
  • Strong knowledge of OSHA standards, pipeline safety rules, and client HSE requirements.
  • Excellent communication and leadership skills.
  • Ability to work in outdoor environments, long shifts, and rugged terrain.

Responsibilities

  • Monitors all field operations including excavation, trenching, welding, rigging, lifting, and traffic control.
  • Ensures compliance with OSHA, company safety programs, and client-specific requirements.
  • Conducts continuous hazard recognition and implements corrective actions immediately.
  • Maintains a strong safety presence in the field to support and guide crews.
  • Leads daily JSA meetings and assists crews in identifying task-specific hazards.
  • Conducts toolbox talks, safety stand-downs, and training as needed.
  • Reviews submitted JSAs for completeness, clarity, and accuracy.
  • Maintains daily safety logs, attendance sheets, and activity reports.
  • Investigates near misses, first aid cases, property damage, and equipment incidents.
  • Assists in root cause investigations and corrective action planning.
  • Reports incidents immediately to project management and client safety teams.
  • Coordinates emergency response procedures and ensures crews understand protocols.
  • Conducts routine inspections on:
  • Trench and excavation safety
  • Rigging, lifting devices, and equipment
  • Hot work areas and fire prevention
  • Confined space entries
  • Fall protection systems
  • PPE usage
  • Environmental controls
  • Verifies that all contractors and subcontractors adhere to safety expectations.
  • Trains employees on safety procedures, hazard identification, JSA completion, and emergency response.
  • Assists new hires with onboarding, orientation, and site-specific training.
  • Reinforces safe work practices and corrects unsafe actions through proactive coaching.
  • Ensures erosion control, spill prevention, and waste management protocols are followed.
  • Responds to spills or releases and coordinates containment and reporting.
  • Verifies proper handling of fuels, chemicals, and hazardous materials.
  • Serves as the liaison between field crews, management, and client HSE personnel.
  • Attends daily production/safety meetings and communicates field safety needs.
  • Notifies project leadership of emerging hazards, delays, or compliance issues.
  • Maintains documentation such as:
  • Safety audits
  • Vehicle/equipment inspections
  • Near miss reports
  • Incident reports
  • OSHA logs (as required)
  • Training records
  • Submits daily and weekly reports to project management and client safety teams.
  • Leads by example — demonstrates safe behavior at all times.
  • Encourages open communication for hazard reporting and safety concerns.
  • Reinforces a “Stop Work Authority” culture where anyone can halt unsafe activities.
  • Recognizes positive safety behaviors to help build morale and accountability.
