About The Position

Under the direction of the assigned supervisor, the Safety and Training Manager is responsible for formulating and administering policies, procedures, and training related to health, safety awareness and compliance. The Safety and Training Manager maintains an adequate workforce of qualified drivers that meet Department of Transportation (DOT), Department of Motor Vehicles, (DMV) and California Highway Patrol (CHP) requirements for School Bus and Para Transit Drivers. Promotes health and safety awareness, identifies potential workplace hazards and provides adequate reports and analysis to improve driving skills and safe equipment operation. Oversees Drivers in Training in the Commercial Driver Training Program and Drivers requiring retraining. Assist in the fulfillment of the Agency’s vision, “For Those We Serve,” by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.

Requirements

  • High school diploma or GED.
  • Bachelor's Degree in Business Administration required. Additional work experience may substitute required education on a year-by-year basis.
  • Minimum of three (3) years of experience working with DMV, CHP School Bus officer and Motor Carrier Specialist of CHP and knowledge of regulatory requirements needed to maintain a positive rating and reputation in the transportation of clients.
  • Minimum of three (3) years of lead, supervisory or management experience in a safety role required, preferably in a Transit environment.
  • Certification by the State of California Department of Education to instruct and train individuals behind the wheel and classroom instruction to drive school buses, General Public Paratransit Vehicle (GPPV), Special Pupil Activity Bus (SPAB), and Class B with passenger endorsement (BP) or certified as a Para-Transit Trainer and possess a Para-Transit/Transit Management Program Certificate required within 6 months of hire.
  • Possession of a valid class B California Driver’s License with Passenger Endorsement.
  • Knowledgeable of state and federal workplace health and safety laws.
  • Ability to provide detailed reports and develop safety procedures.
  • Good understanding of data analysis and risk assessment.
  • Demonstrate ability to use personal computer and attend computer-training classes.
  • Current DMV printout with no significant safety related restrictions.
  • Effective presentation, written and verbal communication skills.
  • Pass required background investigation including medical examination and TB clearance, acceptable criminal record statement, Department of Justice fingerprint clearance, and child abuse index clearance.
  • Pass required drug and alcohol testing prior to employment; will be subject to continual urine and breath alcohol testing throughout employment.
  • Proficient in Microsoft Office Suite and related business software.
  • Effective presentation, written and verbal communication skills.
  • Willing to work non-traditional hours and days to meet the needs of this position.
  • Maintain valid California driver's license and the minimum auto insurance as required by state law, or reliable transportation. For those driving agency vehicles, must maintain insurability under agency policy.

Nice To Haves

  • School Bus Driver certificate preferred.
  • Transit Safety and Security Program (TTSP) Certification.
  • Experience preferred in the transportation of the developmentally disabled.
  • Bilingual English/Spanish or other secondary language preferred.

Responsibilities

  • Responsible for supervising assigned staff; recruitment, performance management and other personnel processes.
  • Audits records to determine if drivers are in compliance with required license and certifications to perform job duties and responsibilities.
  • Administers School Bus Driver training, classroom and behind-the-wheel training sessions as needed.
  • Ensures Safety Standard Operating Procedures (SOP’s) are maintained and communicated to employees.
  • Monitors the workplace for hazardous and/or unsafe health conditions. Ensures safety and health hazards are corrected, eliminated or guarded.
  • Ensures the workplace is in full compliance with all applicable Occupational Safety and Health Administration (OSHA) standards, rules, and regulations in order to maintain safety in all facilities.
  • Ensures managers and supervisors receive appropriate safety and health, accident prevention and investigation training.
  • Documents all safety inspections. Leads and monitors investigations of close calls, accidents, and injuries. Ensures corrective actions is taken when appropriate and recommendations are made to prevent similar incidents.
  • Leads and performs safety audits of staff records, equipment, and materials to proactively identify risks and ensure regulatory compliance.
  • Researches environmental regulations and policies and institutes changes to ensure compliance.
  • Administers the safety and training instruction program, including, but not limited to awards and safety incentives to improve driver morale and performance.
  • Conducts operational and safety meetings and records minutes.
  • Participates in the interview, selection, and hiring process, and provides recommendations. Trains new employees, conducts concurrent training as necessary, and ensures new employees are scheduled for on-the-job training.
  • Monitor driver records related to licensing and other necessary certification documents.
  • Plans, coordinates, conducts, and evaluates all-natural disaster and emergency preparedness drills.
  • Oversees the Driver in Training program.
  • Serves as the programs Designated Employer Representative (DER), administering and ensuring compliance with the DOT drug and alcohol testing program.
  • Plans, coordinates, and facilitates in-service training meetings.
  • Oversees fingerprinting and background clearance processes to ensure compliance with agency, state, and regulatory requirements.
  • Serves as system administrator for various software platforms used by the program, ensuring proper access, functionality, and compliance.
  • Coordinates, prepares for, and ensures compliance with all California Highway Patrol (CHP) inspections.
  • Travels for agency business using reliable transportation.
  • Maintains regular attendance and punctuality.
  • Works evenings and weekends as required.
  • Performs other duties as assigned.
