Requirements

  • Bachelor’s degree in safety, occupational health, public health, or related field.
  • Minimum 12 years of experience in safety, occupational health, or industrial hygiene.
  • Demonstrated experience developing, interpreting, and advising on Federal SOH/OEH policy and regulatory requirements.
  • Experience working with Federal regulatory agencies (e.g., EPA, OSHA, FDA) and applying Federal regulations to enterprise SOH/OEH programs.
  • Experience facilitating and participating in senior-level technical meetings with Federal agencies, regulatory bodies, and subject matter experts across SOH and OEH domains.
  • Experience developing or advising on occupational health, environmental health, and industrial hygiene policies, procedures, and governance structures.
  • Working understanding of Department of War roles, missions, and organizational structures relevant to SOH and OEH.
  • Experience supporting working groups, including scheduling, agenda development, meeting minutes, and coordination with chairs and stakeholders.

  • Extensive experience advising senior leadership on SOHMS implementation, governance, and policy integration.
  • Prior DoW leadership experience or highly specialized experience in enterprise SOHMS implementation.
  • BCSP Certified Safety Professional (CSP) or AIHA Certified Industrial Hygienist (CIH).

Responsibilities

  • Serves as a senior Safety and Occupational Health (SOH) policy advisor supporting the Office of the Deputy Assistant Secretary of War for Safety and Occupational Health (ODASW(SOH)).
  • Provides authoritative recommendations, technical analysis, and enterprise-level oversight across all DoW SOH and Occupational/Environmental Health (OEH) portfolios.
  • Leads technical support of development, revision, and integration of DoW-wide SOH and OEH policy, directives, instructions, manuals, and governance issuances.
  • Provides expert technical input to major issuances including DoDI 6055.01, Executive Order 12196, and 29 CFR Part 1960.
  • Advises Director, Occupational and Environmental Safety leadership on SOH/OEH policy implications, enterprise risk governance, and alignment with Federal requirements, readiness objectives, and Departmental priorities.
  • Conducs high-level analysis of occupational safety, environmental health, industrial hygiene, radiation safety, laser safety, hearing conservation, hazard communication, and related SOH domains to inform policy decisions and strategic direction.
  • Supports ODASW(SOH) governance activities, including Safety and Occupational Health Committee (SOHC), Defense Safety Oversight Council (DSOC) work groups, and other enterprise SOH/OEH forums.
  • Provides administrative and operational support to SOH-related working groups, including scheduling meetings, preparing agendas, drafting meeting minutes, tracking action items, and advising working group chairs on process, content, and decision pathways.
  • Supports Department-wide policy modernization, enterprise integration, and alignment of SOH/OEH programs with readiness, force protection, and workforce health objectives.
  • Conducts independent assessments and provides advisory input on organizational readiness for external evaluations, audits, and management system certifications.
  • Prepares senior-level responses to congressional inquiries, media requests, DoW Inspector General reviews, and Government Accountability Office findings related to SOH and OEH.
  • Provides expert recommendations to strengthen SOHMS oversight, governance, and execution of DoW Recognition Programs.
  • Advises on development and standardization of DoW SOH professional competencies, career pathways, and enterprise training requirements.
  • Represents Director, Occupational and Environmental Safety leadership, as necessary, in engagements with Federal regulatory agencies (e.g., OSHA, EPA, FDA), interagency partners, and technical working groups.
  • Provides technical review and edits to concepts, proposals, and initiatives aimed at improving DoW occupational and environmental health and safety capabilities.
  • Supports enterprise tracking, analysis, and reporting of SOH/OEH performance, emerging risks, and policy gaps to inform Director, Occupational and Environmental Safety leadership decisions.
