The Rural Texas Strong Program Director reports to the Director of Provider Finance within the Chief Financial Officer Division at the Health and Human Services Commission. This role will be responsible for the implementation of the federal Rural Health Transformation (RHT) Program administered by the Centers for Medicare & Medicaid Services (CMS). The Program Director will provide direction and guidance in the strategic operations and planning of the RHT program, including setting major goals and objectives in line with the state’s approved application; coordinating and evaluating program activities including the timely disbursement of funds; and approving budgets and major expenditures. This position will supervise the work of others within the Department and coordinate with other internal staff and external stakeholders, including rural health providers and CMS. The Director will oversee strategic communication efforts and represent the agency at business meetings, hearings, legislative sessions, conferences, seminars, and panels. This role will work under minimal supervision, with extensive latitude for the use of initiative and independent judgement.
