About The Position

The Rural Texas Strong Grant Specialist reports to the Rural Texas Strong Program Director in the Provider Finance Department within the Chief Financial Officer Division at the Health and Human Services Commission. This position will be responsible for the successful initiation, daily oversight, and delivery of initiatives related to the Rural Health Transformation (RHT) Program administered by the Centers for Medicare & Medicaid Services (CMS). This position will be responsible for program administration of federal funding disbursed as grants to rural health providers. The Grant Specialist will work on grant development and administration, including preparing, maintaining, and reporting of grants provided to rural health providers. This role will evaluate grant applications to determine compliance with requirements and standards, monitor grant awards, and serve as a liaison between rural stakeholders and the lead agency for the program and the federal government. Responsibilities will includes organizing and managing meetings and initiatives; performing cross-divisional coordination and project management; tracking milestones.

Requirements

  • Knowledge of laws and regulations pertaining to grants and contract administration; research and budgeting processes; of program planning and development.
  • Skill in grant preparation, development, evaluation, and monitoring; report writing, budget development and monitoring.
  • Skill in contract or grant monitoring and administration.
  • Skill in the use of computers and applicable software, such as: MS Word, Excel, PowerPoint, Outlook, and Visio; communicating effectively; drafting executive level briefing documents.
  • Ability to interpret guidelines, policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; and to communicate effectively.
  • Graduation from an accredited four-year college or university with major course work in public administration, business administration, finance, or another related field.
  • Three years’ experience with the implementation of federal and state grant programs.
  • Three years’ experience with state and federal government procurement and accounting processes.

Nice To Haves

  • Knowledge of rural hospital administration or operations is preferred.
  • Three years’ experience in cross-divisional collaboration in a large organization is preferred.
  • Three years’ work experience in the state of Texas government grants for rural communities is preferred.

Responsibilities

  • Interprets policies, rules, or regulations; provides guidance to staff and the community regarding grant administration, compliance, policies, and procedures; and resolves related issues and concerns.
  • Reviews submitted grant applications and assists in determining an applicant’s eligibility for award based on established criteria.
  • Ensures grantees’ compliance with conditions of grants by monitoring and analyzing agreements, contracts, expenses, activities, and federal and state regulations.
  • Serves as a liaison between the grantee, the State, and grant funding sources by attending meetings, responding to information requests, and resolving issues between parties involved.
  • Maintains files and records and prepares reports related to grants issued and or received.
  • Performs related work as assigned.
