The OSFM is recruiting for a Rules & Records Analyst (Operations & Policy Analyst 2). In this position, you will lead the agency’s administrative rulemaking efforts, manage public meetings and transparency requirements, and oversee records management and public records coordination. This work spans multiple divisions and program areas, ensuring that rules, documentation, and public-facing processes are accurate, compliant, and accessible. Beyond rule and records coordination, the analyst supports statewide collaboration through administration of the Governor’s Fire Service Policy Council by helping to organize meetings, facilitate workgroups, and prepare materials that inform long‑range planning for fire protection and emergency response. This role also contributes to agency-wide initiatives through project management, legislative tracking, and performance reporting. This position is well‑suited for someone who enjoys complex problem‑solving and cross‑agency coordination. Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
  • OR; Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Nice To Haves

  • Experience organizing and facilitating meetings, workgroups, or advisory bodies (preferred).
  • Skill in coordinating administrative rulemaking processes.
  • Ability to manage records and public records requests with accuracy and compliance.
  • Skill in project management and cross‑division coordination.
  • Ability to analyze complex policy, legislative, and operational issues.
  • Strong written and verbal communication skills.

Responsibilities
