About The Position

A supervisory position that consists of working with and managing track workers on-site to ensure crew safety, productivity and the quality of work performed. This position will manage payroll, employee conflicts, FRA/Company reporting, and rail infrastructure repairs. It will oversee all Federally mandated inspections, mandated employee documentation, and trainings are performed and that the proper remedial action has been taken for any issues found. This position will develop and oversee a preventative maintenance program and the repair of all equipment, track, bridges, cribbing/retaining walls, tunnels, and signal conditions and corrects all issues found that could present a future threat to safe train passage.

Requirements

• Minimum of ten years of railroad track construction, maintenance, and inspection experience.
• Minimum of five years track construction and maintenance supervisor/management experience.
• Able to obtain or have a Class B CDL Driver’s License.
• Excellent working knowledge of and qualified to perform track inspections, repairs, and supervise track inspectors under all codes of Federal Regulations that pertain to these tasks.
• Knowledge of and qualified to perform bridge repairs and restorations as well as supervise & ensure the safety of bridge workers under all codes of Federal Regulations that pertain to these tasks.
• Qualified to perform RR grade crossing signal inspections and repairs & supervise signal maintainers and signal contractors under all codes of Federal Regulations that pertain to these tasks.
• Excellent working knowledge of and qualified to protect workers under the Federal Roadway Worker Protection Program and ensure 100% crew compliance to CFR49, Part 214 C.
• Working knowledge of and qualified to ensure RMM and hi-rail vehicles are held to Federal Safety Standards under CFR49, Part 214 D.
• Capable of conducting an annual Roadway Worker On-track Safety training and testing program in compliance with CFR49, Part 214.
• Must be capable of safely operating Roadway Maintenance Machines as well as heavy equipment.
• Must be mechanically inclined and knowledgeable of vehicles and heavy equipment.
• Must be able to lift 50lbs repetitively.
• Long workdays may require prolonged standing and extreme lifting of heavy objects.
• Endure all types of weather conditions
• Must be able to work nights, weekends, and some holidays.
• This position is on-call as needed.

Responsibilities

• Starts each workday with the entire crew ensuring that a federally compliant job briefing has been given to all workers and that the crew leaves for the job site(s) in a timely manner with all the tools, materials, and equipment needed for the job.
• Continuously evaluates track, bridge, tunnel, and signal conditions and develops comprehensive plans of action to correct all issues found that could present a current or future threat to safe train passage.
• Manages and works daily on-site with the crews ensuring safe, productive workdays.
• Managers crew work schedules.
• Preplans work, labor, materials, and equipment needed for each project and has all in place before the start of the project.
• Manages crew payroll, PTO, and submits a payroll report bi-weekly to HR/Accounting.
• Understand and lead the hiring process for the MOW department including interviewing, onboarding paperwork in collaboration with HR.
• Conduct formal and informal crew performance evaluations as requested while providing performance feedback on a consistent/continual basis and leading the process for new hires and terminations.
• Creates and maintains all FRA/Company reports, data logs, etc. that are requested in a timely manner.
• Ensures 100% PPE use by every crew member at all times & procures PPE as needed.
• Responsible for budgeting and purchases, materials and supplies for the MOW Dept.
• Works actively and creatively to find parts, vendors, or repair alternatives to get out of service equipment and vehicles back online as quickly as possible.
• Responsible for the protection of any visiting contractors/crews from train movements by providing the proper form of On-Track Safety.
• Oversees the GSMR Right of Way herbicide application program and monitors the licensed applicator.
• Ensures that all NC Department of Transportation Rail Grant Program "FRRCSI" procurement processes are followed according to contract guidelines.
• Works with rail contractors that have been hired to perform work on tunnels, bridges, track, or any other track structures to ensure that work is performed properly safely, on time, and with proper insurance.
• Ensures that all highway and on-track equipment is always operated in a safe manner.
• Responsible for maintaining effective maintenance, federal compliance, and lubrication programs for all highway and on-track equipment and maintaining maintenance records.
• Maintains the efficiency & safety of multiple crews working simultaneously in different locations.
• Other duties as requested.
