About The Position

Incumbent serves as Risk Manager for Hamilton County Legal Department, responsible for developing, implementing, and maintaining comprehensive risk management programs, policies, and procedures.

Requirements

  • Bachelor’s degree in Business Management, Public Administration, or closely related field, with minimum of three (3) years of progressively responsible experience in risk management, compliance, or a related field, or equivalent combination of education and experience.
  • Ability to meet all departmental hiring requirements, including obtaining the three (3) shot Hepatitis B vaccination through the Hamilton County Health Department within ten (10) days of hire, per OSHA 29 CFR 1910.1030(f)(2)(i). Official documentation must be provided if employee has previously received the three shot Hepatitis B vaccination. Temporary Medical Declination form may be completed to delay the vaccination by six (6) months. A Declination form must be completed, outlining the medical reasons for the temporary declination, and forwarded to the safety and risk manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a bloodborne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations.
  • Thorough knowledge of and ability to develop, implement, and manage comprehensive risk management programs, policies, and procedures.
  • Practical knowledge of and ability to conduct risk assessments, identifying potential risks and vulnerabilities, and implementing risk mitigation strategies.
  • Working knowledge of Hamilton County Legal Department policies, procedures, and legal requirements.
  • Working knowledge of word processing, spreadsheets, database, electronic mail, intranet, and website development and ability to use and work with Department specific software applications, including Microsoft Suite and Windows operating system.
  • Working knowledge of medical terminology and standard English grammar, spelling, and punctuation with ability to prepare correspondence and detailed reports.
  • Working knowledge of OSHA policies, procedures, and legal requirements, and safety issues, and ability to apply such knowledge in providing information, training, and technical assistance to County employees as required.
  • Knowledge of and ability to perform basic accounting and bookkeeping standard practices and procedures, with ability to assist with preparation and administration of Department budget.
  • Knowledge of and ability to apply workers compensation guidelines, including managing claims process such as safety incidents, torts, and non-litigated property.
  • Ability to assist with supervising and directing section personnel, including conducting applicant interviews, making hiring recommendations, facilitating training and corrective instruction, evaluating performance, implementing disciplinary measures as needed, and effectively communicating and administering personnel policies.
  • Ability to prepare and conduct effective training seminars.
  • Ability to perform risk management assessments, including updating policies and procedures.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, federal, state, and local agencies, contractors, stakeholders, various regulatory agencies, vendors, Commissioners, business proprietors, state inspectors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Ability to count, compute and perform arithmetic calculations.
  • Ability to properly use standard office and Department equipment including, audio-visual equipment, computer, printer, copier, calculator, telephone, and projectors.

Responsibilities

  • Oversees day-to-day risk management operations by developing, implementing and maintaining comprehensive risk management policies, and procedures, including conducting risk assessments and auditors, providing ongoing risk awareness training to employees, investigating incidents and claims, and collaborating with County departments to integrate risk management measures into operational processes.
  • Ensures compliance with relevant regulations and industry standards while proactively identifying and mitigating potential risks to protect County’s interest and assets.
  • Assists with supervising and directing section personnel, including conducting applicant interviews, making hiring recommendations, facilitating training and corrective instruction, evaluating performance, implementing disciplinary measures as needed, and effectively communicating and administering personnel policies.
  • Maintains open communications with Chief Compliance and Administrative Officer to ensure regular updates on section activities and timely notifications regarding changes or shifts in best practices that could impact County operations, supporting compliance objectives and enabling strategic adjustments as needed.
  • Establishes and maintains County Risk Management Framework and Guidelines Manual, including conducting regular revisions to ensure alignment with evolving regulatory requirements and industry standards.
  • Oversees daily interactions with the County's insurance broker team and manages insurer relationships pertaining to insurance procurement, account management, claims handling, loss control, and all other aspects of risk management programs.
  • Directs the comprehensive claims management process for various claim types, including non-litigated property, casualty, workers’ compensation, safety incidents, and torts.
  • Manages claim intake, conducting investigations, preparing submissions, overseeing internal and external follow-up, maintaining claims databases, and collaborating with the Chief Compliance and Administrative Officer, Third Party Administrator, and insurance broker to achieve thorough claim resolution.
  • Leads the planning, organization, and oversight of comprehensive countywide loss prevention and control program, including conducting thorough reviews and research on insurance plans and coverages, and detailed cost-benefit analyses.
  • Identifies and assesses potential areas of loss exposure, and develop strategic short- and long-term goals, objectives, and performance benchmarks for the program.
  • Reviews initiatives with the Chief Compliance and Administrative Officer to ensure alignment with organizational objectives and compliance standards.
  • Oversees the Certificate of Insurance (COI) program, acting as the primary liaison with compliance vendors, County departments, and various other vendors.
  • Coordinates with department program designees, conducting training sessions, and performing audits to ensure ongoing compliance.
  • Maintains program documentation on the County's website and intranet.
  • Prepares reports and meeting materials for the Certificate of Insurance Advisory Committee, providing updates to the Chief Compliance and Administrative Officer on emerging issues and trends.
  • Engages in contract review processes for the County to proactively mitigate risks and minimize potential liabilities.
  • Enhances employee development by facilitating supervisor and employee training sessions and conducting informal seminars covering a wide range of essential topics, including risk management, safety protocols, security measures, and worker's compensation guidelines, and establishing risk management training matrix to ensure necessary topics are covered.
  • Performs regular risk prevention audits of County assets and supervises inspections conducted by external agencies.
  • Prepares insurance renewal underwriting information, documentation, and applications under the direction of the Chief Compliance and Administrative Officer to facilitate the annual insurance renewal process.
  • Remains updated on emerging trends and innovations in risk management to optimize existing County practices.
  • Serve as County wide knowledge hub for risk management expertise and insights.
  • Assists with DOT/NON-DOT Compliance by arranging medical exams, drug tests, and licensing for drivers holding a Commercial Driver’s License.
  • Acts as the primary liaison for the County’s National Transportation Solutions Provider, ensuring timely updates and adherence to FMCSA regulations for driver qualification files (DQFs).
  • Oversees multiple programs, program elements, and department activities as assigned, including but are not limited to, reviewing annual motor vehicle records and new hire immunization records, conducting new hire orientation sessions, preparing newsletters, tracking vehicle recall notices, liaison for vehicle maintenance program, managing toll notice disputes, and maintaining the internal department SharePoint page and public website.
  • Serves as a Junior ADA Coordinator and Title VI Coordinator, responsible for overseeing compliance with ADA and Title VI requirements to ensure accessibility and non-discrimination for County operations and programs.
  • Participates and co-chairs various committees, including the Safety Committee and Certificate of Insurance (COI) Committee, contributing to strategic safety initiatives and ensuring compliance with regulatory standards.
  • Maintains the OSHA 300 log, ensuring it is regularly updated and accurately reflects workplace injuries and illnesses as required by OSHA regulations.
  • Processes monthly invoices under the Board of Commissioners, as directed by the Chief Compliance and Administrative Officer /County Attorney, and promptly provides status updates on claims upon request.
  • Represents the Department as needed at public meetings, committee meetings, departmental gatherings, insurance meetings, and other technical sessions.
  • Conducts research, creates reports, and provides data to Chief Compliance and Administrative Officer and/or County Attorney to aid in strategic planning, policy development, and budget creation.
  • Supports efforts during unforeseen emergencies that could arise impacting County operations as needed.
  • Provides administrative support to Department under the guidance of the Chief Compliance and Administrative Officer and/or County Attorney, including tasks such as budget monitoring, scheduling meetings and trainings, preparing and distributing meeting/training materials, transcribing correspondence, and preparing meeting minutes.
  • Attends job-related meetings, seminars, and training workshops to acquire and/or maintain knowledge on relevant trends, policies, and/or procedures as assigned.
