The Risk and Safety Analyst performs advanced, senior-level professional duties in Risk and Safety Management, including contract administration for Third-Party Administrators (TPAs) and case management vendors, administration of auto, general liability, property, and workers' compensation claims, and oversight of the Return-to-Work and salary continuation programs. Responsibilities also include insurance coverage analysis, contract and RFP implementation, safety inspections, fire and life safety training, ergonomic assessments, and hazard identification. The position also supports the County's Commercial Defensive Driving Program, ADA compliance inspections, drug screening coordination, statistical reporting, trend analysis, and safety education initiatives. The Analyst plays a key role in loss prevention and safety efforts across departments and addresses problems of diverse scope. Requirements

  • Bachelor's degree in Personnel Management, Human Resources Management, Public Administration, Business Administration, Environmental Sciences, Safety Engineering, Chemistry or a directly related field AND five (5) years of directly related demonstrated experience;
  • OR,
  • Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
  • Valid Texas Driver's License
  • Knowledge of: Federal, State, and Local laws and regulations related to risk and safety management.
  • Knowledge of: Occupational Safety and Health Administration (OSHA) standards.
  • Knowledge of: Principles and practices of Human Resources management.
  • Knowledge of: Risk Management methodologies and loss control strategies.
  • Knowledge of: Insurance principles, workers' compensation practices, and claims administration.
  • Knowledge of: Investigative methods, auditing procedures, and data analysis techniques.
  • Knowledge of: Americans with Disabilities Act (ADA), HIPAA, DOT, and FAA Drug and Alcohol Testing requirements, and the Texas Workers' Compensation Program.
  • Knowledge of: Operation of safety inspection tools such as digital photography, air quality meters, and sampling equipment.
  • Knowledge of: Business communication standards, including grammar, punctuation, and report preparation.
  • Knowledge of: Microsoft Office 365 and related productivity tools.

Responsibilities

  • Assists management in developing, updating, and revising policies and procedures.
  • Assists with the development and advertisement of Requests for Proposal (RFPs) for services including insurance coverage and professional claims administration.
  • Reviews and analyzes RFP responses.
  • Provides workers' compensation training as needed; develops training materials and handouts.
  • Supports and manages workers' compensation processes, adjusting as required.
  • Conducts periodic audits of workers' compensation files, identifies non-compliance issues, and issues audit reports outlining findings.
  • Develops and delivers safety training programs for County employees, including defensive driving, forklift safety, ergonomic training, hazardous waste handling, CPR/First Aid/AED, and general workplace safety.
  • Assists with facility inspections, including fire safety and ADA compliance.
  • Conducts accident and incident investigations; interviews involved personnel and performs area surveys to identify preventive and corrective actions.
  • Assists with employees (Department of Transportation) DOT and FAA random drug testing, pre-employment exams, EAP coordination, post-accident testing, and reasonable-suspicion testing; supports the Drug and Alcohol Program Coordinator.
  • Implements and maintains departmental safety programs to ensure compliance with Federal and State regulations and County policies.
  • Evaluates job tasks to determine safety needs and integrates safety requirements such as PPE use and process safety criteria.
  • Investigates and reports on employee injuries, lost-time cases, and recommends preventive measures to avoid recurrence.
  • Interviews employees and supervisors about workplace incidents, recommends preventive actions, and documents findings.
  • Partners with the Organizational Compliance and Solutions (OCS) Division to address loss minimization in areas with observed trends.
  • Coordinates with leadership across County departments to deliver required safety training sessions for employees, supervisors, and managers.
  • Incorporates preventive measures identified in investigations into training and communication materials.
  • Conducts special training sessions as needed.
  • Prepares required reports and documentation.
  • Collaborates with department leadership to establish and maintain a comprehensive safety program, ensuring mandatory training is integrated into regular operations.
  • Develops and delivers ongoing, targeted safety training sessions to reduce workplace accidents and promote a culture of safety.
  • Drives engagement and compliance by securing departmental participation, making safety training an integral and continuous part of County operations.
  • Performs other related duties as assigned.
