About The Position

The Right of Way Inspector inspects the construction of all facilities to be dedicated to the City, to be connected to City facilities, or to be constructed on City property rights-of-way. Investigates complaints lodged by citizens that are related to specific construction problems. Reviews plans for compliance with applicable City ordinances and programs. This role involves inspecting building sites, right-of-way improvements, and construction projects to ensure compliance with applicable City codes, standards, and specifications. The inspector conducts special investigations as requested by the Development Services Director, City Engineer, City Manager, Mayor, or City Council. They maintain accurate and complete records of permitted projects, inspections, materials, damage to City property, and other necessary documentation. The position provides close and continuous inspection of construction work performed by or under contract with the City to ensure work is completed in accordance with approved plans and specifications. It also involves inspecting the construction of streets, sidewalks, utilities, and other facilities intended to become City property through dedication, ensuring that City of Douglasville specifications are met for materials, workmanship, and construction methods. The inspector performs required field tests and evaluates construction materials, coordinates with contractors, inspectors, and City departments, and coordinates roadway, sidewalk, curb, and paving projects with the Streets Department and Street Maintenance Supervisor. Additionally, the role assists with traffic control activities, orders and coordinates delivery of construction and traffic control materials, supports roadway safety during inclement weather events, and creates, installs, and maintains street and road signs.

Requirements

  • High School Diploma or equivalent
  • Three (3) years of construction, inspection, or engineering related experience which required contact with the public
  • Knowledge of sound engineering and construction practices
  • Knowledge of local, state, and federal policies on development/construction
  • Knowledge of basic purchasing, inventory control, and property management procedures
  • Skill to prepare and process purchase orders and maintain accurate inventory and property records
  • Excellent organizational and record keeping skills
  • Ability to analyze, interpret, and implement the codes and ordinances
  • Ability to keep abreast of changes in local, state, and federal development/construction policies
  • Ability to supervise personnel
  • Ability to communicate both written and verbally
  • Ability to develop and maintain an effective file system
  • Ability to use a personal computer, printer, copier, fax machine, telephone, digital camera, scanner, and any other equipment essential to the day-to-day functions of the position
  • Ability to make informed recommendations that impact departmental budgeting and resource allocation

Nice To Haves

  • A Valid Georgia CLASS "B" CDL Driver’s License desired or must receive CDL within twelve (12) months of employment

Responsibilities

  • Inspect building sites, right-of-way improvements, and construction projects to ensure compliance with applicable City codes, standards, and specifications.

  • Ensures that City of Douglasville specifications are met for materials, workmanship, and construction methods in all applicable projects.
  • Performs required field tests and evaluates construction materials to verify soundness, suitability, and compliance with project requirements.
  • Coordinates with contractors, inspectors, and City departments to verify work progress and quantities, supporting eligibility for contractor payments.
  • Coordinates roadway, sidewalk, curb, and paving projects with the Streets Department and Street Maintenance Supervisor, including scheduling, sequencing, and site logistics.
  • Assists with traffic control activities by coordinating road closures, detours, and signage in accordance with MUTCD standards, including maintaining working knowledge of sign size, placement, and required language.
  • Orders and coordinates delivery of construction and traffic control materials such as signs, concrete, and asphalt to support right-of-way and infrastructure projects.
  • Supports roadway safety and continuity of operations during inclement weather events by assisting with roadway clearing activities, as assigned.
  • Creates, installs, and maintains street and road signs in compliance with City standards and MUTCD requirements.
  • Performs other related duties as required.
