The Work You Will Do: Right of Way Agent Trainee - District 5 / Right of Way Production / Appraisal & Acquisition This position will support the Departments mission by improving professional competence to improve the right of way property acquisition process and prepare employees for advancement. Requirements

  • Skills in: Effective written and oral communications.
  • Use of personal computers, including a working knowledge of word processing and spreadsheet software.
  • Ability to: Learn Florida State and local real estate laws and regulations, and real estate appraisal and finance principles and practices.
  • Maintain excellent interpersonal relationships.
  • Analyze, interpret, and implement appropriate statutory and procedure requirements.
  • Effectively plan, organize, and work independently.
  • Make decisions and meet deadlines.
  • This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.
  • On an as needed basis may be required during periods of emergency and/or disaster recovery upon request by appropriate authority, to work beyond established work schedule at night and/or state-wide, including weekends.
  • Three (3) years of real estate experience defined as professional or technical experience in right-of-way administration; land management; abstract and title work; property management; the sale, acquisition, appraisal of real estate; or other business experience, such as any role in customer service including retail sales.
  • An associate’s degree from an accredited college or university can substitute for two (2) years of the required experience.

Responsibilities

  • Participate in Level II Right of Way Training Program. Attends and successfully completes the program in the prescribed time in areas of the Right of Way production process and disciplines of Acquisition, Relocation and Property Management.
  • Conduct negotiations with property and business owners. Provides relocation assistance for assigned parcels. Provides property management services for parcel assignments. Conducts inspections and inventory of improvements, fixtures and contents of real property. Identify and evaluate advance acquisition opportunities. Complete real property inventory/inspection within 10 days of physical possession of an acquired parcel. Obtain suit information.
  • Assist in performing right of way support which includes Work Program, records and funds management and scheduling. Provide support with consultant selection process and contract administration. Review invoices. Vendor invoice/warrant processing required to perform these duties.
  • Assist in the development of policies and procedures. Ensure conformance with applicable laws, rules, regulations, policies and procedures. Interprets and applies in a consistent manner. Research through available resources and past handling of similar issues.
  • Attend public meetings/hearings and workshops, and similar forums. Assist in addressing and resolving issues.
  • Participate in Quality Control reviews on assigned parcels. RWMS and records files are reviewed for quality assurance as directed. Ensure data is entered into the Right of Way Management System (RWMS) within 7 working days of the event.
