About The Position

Under the supervision of the Finance Administrator, the Accountant 4 performs senior-level federal grant accounting, fiscal reconciliation and financial reporting, for the Rural Health Transformation Program (RHTP). This position ensures all expenditures comply with federal cost principles (2 CFR Part 200), the US Department of Health and Human Services (HHS) Grants Policy Statement (GPS), and State of Arizona financial policies, including the State of Arizona Accounting Manual (SAAM). The accountant 4 maintains audit-ready documentation, approves RHTP payments in AZ360 (State of Arizona’s Financial System) and/or APP (Arizona Procurement Portal), initiated by other RHTP Accountants, assist DBF reporting in any RHTP draw-down as needed, and supports the preparation of required federal financial reports (FFRs), FFATA submissions, and Single Audit documentation. The position plays a central role in ensuring financial integrity, accuracy, and compliance of complex multi-year, multi-component grant activities. The position is grant funded and may be eliminated based on the availability of funding. Arizona’s Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,988,955.92 with 100 percent funded by CMS/HHS. Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration and two (2) years of experience in state health care accounting, Medicaid financial operations, or federal grant accounting (e.g., AZ360/AFIS, SAAM, 2 CFR 200).

Nice To Haves

  • Four (4)+ years of professional accounting experience. Preferred Credentials: CPA, CGFM, or demonstrated experience supporting federal financial reporting (FFR, FFATA/FSRS).

Responsibilities

  • Invoice Review & Approval: Review, and approve payments initiated in AZ360 and/or APP by RHTP accountants. Ensure payment processing processes are followed appropriately. Ensure appropriate Chart of Accounts are used, and required documentations are attached. Communicate promptly with the RHTP team in case of incorrectness or insufficient documentation. Assist with troubleshooting transaction issues within AZ360 and work with payees to resolve discrepancies. Ensure duty is performed consistent with the accountant 4 role in statewide fiscal oversight.
  • Grant Accounting reconciliation, Financial Analysis & Draw-down of funds: Conduct complex reconciliations between AZ360, internal tracking tools, and federal reporting systems. Prepare budget-to-actual expenditure analyses, cost projections, and trend reports. Be a backup for the daily federal draw of the RHTP grant fund. Follow and perform all the required procedures as part of this process including: compiling the set of documentation for the Treasurer's Office, monitoring the finalization of the CACR documents by the Treasurer's Officer, alerting the Treasurer's office, if the CACR documents are not finalized timely, updating the internal deposits tracking document. Maintain an internal control structure through review of reconciliations, financial data, and documentation, consistent with statewide Accountant 4 role expectations. Maintain complete, audit-ready files for all accounting activities under the RHTP award.
  • Federal Reporting & Audit Support: Submit Federal Financial Reports as appropriate in the Federal Reporting System. Compile, validate, and reconcile data for quarterly and annual Federal Financial Reports (FFRs). Federal Financial Accountability and Transparency Act/ FFATA Sub-Award Reporting System (FFATA/FSRS) reports, and federal monitoring submissions. Assist with Single Audit documentation, risk assessments, and federal site visits. Prepare financial summaries, reconciliations, and backup materials for federal or state audits.
