About The Position

Dexis Professional Services (Dexis) is seeking an RF Program Manager for an opportunity within the U.S. Department of State, Bureau of Diplomatic Security (DS), supporting the Countermeasures & Risk Technology Services (CRTS) Support contract. The purpose of this contract is to provide specialized technical expertise in support of global RF countermeasures systems that protect U.S. diplomatic facilities and personnel from technical surveillance threats, compromising emanations, and other technical security vulnerabilities. This full-time position is located in the Washington, D.C. metropolitan area and is required to be on-site full time. This position requires an active Top Secret clearance with SCI eligibility. The position is contingent upon contract award. This position is not telework eligible. 25-50% CONUS and OCONUS travel may be required for program coordination. Required to travel OCONUS to conduct installation, training, or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.

Requirements

  • Current U.S. Government final Top Secret clearance with SCI eligibility.
  • Eligible for and able to obtain and maintain required security clearance/access approvals.
  • Five years of radio frequency (RF) work experience and a bachelor’s degree or higher in Electrical Engineering or a similar field, or at least ten years of equivalent RF work experience.
  • Knowledge of mobile RF hardware and software capabilities.
  • Knowledge of modulation schemes and types.
  • Awareness of Intelligence Community policies and familiarity with a variety of agency-specific policies.
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
  • Ability to demonstrate a good attitude and work as a leader and as a member of a team.
  • Strong attention to detail, ability to multi-task efficiently, and work in a fast-paced environment on multiple projects.

Nice To Haves

  • TEMPEST Level II certification is recommended.
  • Prior experience as a project manager with supervisory responsibility is desired.
  • Prior experience working with budgetary operations is preferred.
  • Working knowledge of Microsoft Project, Visio, and AutoCAD is highly desired.
  • Intermediate skills using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Responsibilities

  • Oversees and directs a team responsible for RF system installation and maintenance.
  • Trains and mentors Department of State personnel and team members.
  • Acts as project manager for assigned RF countermeasures projects.
