About The Position

The Revenue Cycle Program Coordinator for the Maricopa County Department of Public Health (MCDPH) plays a key role in establishing, strengthening, and coordinating the department’s billing and revenue cycle operations. This position works with the department’s Billing Analyst to support the development, implementation, and ongoing coordination of revenue cycle workflows across multiple public health programs. The role partners with leadership, clinical and program teams, third-party billing and electronic health record (EHR) vendors, and financial stakeholders to ensure efficient and compliant billing processes. In collaboration with the Billing Analyst and third-party billing vendor, the Revenue Cycle Program Coordinator translates insurance requirements and regulatory guidance into clear operational procedures, training materials, and standard operating procedures. The position also monitors updates to insurance policies and billing regulations, communicates relevant changes to staff, and supports quality assurance efforts to ensure processes are implemented consistently and in alignment with established standards. Requirements

  • Two years of experience in project management or supervision
  • Bachelor’s degree in healthcare operations, revenue cycle management, public health, public health administration, business, finance, or a related field
  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis
  • Must secure a Level 1 Fingerprint Clearance Card through the Arizona Department of Public Safety
  • Must possess or have the ability to obtain a valid Arizona driver’s license by the time of hire
  • Must have reliable transportation and may need to travel between locations as needed
  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

Nice To Haves

  • Experience working in public health, government, or safety-net healthcare environments, including familiarity with clinic operations and healthcare service delivery
  • Experience supporting clinic billing implementation, revenue cycle start-up, or healthcare financial operations, including coordination with electronic health record (EHR) systems and third-party billing vendors

Responsibilities

  • Lead the development and implementation of the clinical billing program to establish an effective revenue cycle infrastructure that supports multiple public health programs, ensures regulatory compliance, and aligns billing operations with organizational financial and operational goals
  • Lead training and change management efforts to support the implementation of new billing workflows across programs. Develop and deliver training for clinical and administrative staff on billing practices to ensure accurate revenue capture, compliance with insurance and billing requirements, and adoption of standardized billing processes
  • Serve as the primary point of contact for department leadership, program managers, clinical teams, and the department’s Billing Analyst to ensure alignment of billing operations with federal, state, payer, and compliance requirements
  • Collaborate with program managers to evaluate service workflows, documentation practices, and operational readiness for billing implementation, and contribute to the development and standardization of revenue cycle policies and procedures
  • Monitoring compliance and quality assurance for accurate billing practices
  • Support budget planning and financial sustainability by partnering with the Billing Analyst to analyze billing performance, denials, and reimbursement trends to identify opportunities to improve revenue and billing efficiency
  • Interpret and operationalize evolving insurance, billing, and compliance requirements by translating regulatory and payer guidance into operational workflows, procedures, and staff training
