About The Position

UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established in 1978 to improve the economic and social conditions of the Palestinian people, having delivered over USD 1.7 billion in development assistance. The Palestinian Programmatic Framework (PPF) 2023-2027 envisions a dignified life for all Palestinians, centered on ‘Transformative Resilience’ with a focus on cohesive Palestinian identity, self-reliance, and ownership. Over the next three years, UNDP/PAPP will contribute to Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF) through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management. Operating in an extremely volatile environment, UNDP/PAPP requires flexibility in strategic programmatic frameworks to measure results. Results Based Management (RBM) is a broad management strategy adopted by UNDP to achieve improved performance and demonstrable results through good planning, monitoring, evaluation, learning, and feedback into planning. A strong and streamlined RBM system is key to strengthening the organization's overall impact on the development of the State of Palestine. An RBM Team was established with objectives to ensure adherence to corporate requirements, timely and quality monitoring and evaluation, organizational learning, and the use of evidence for quality reporting, communication, positioning, and resource mobilization. The RBM Team supports project and programme staff in applying common approaches, standardized tools, and effective means to plan, monitor, and evaluate their projects, and works closely with other units at UNDP/PAPP. The RBM Team, through the RBM Analyst, also acts as the focal point for the RBAS RBM Team and coordinates responses to requests from HQ/RBAS and the Deputy Special Representative.
