About The Position

CACI’s Enterprise IT (EIT) Sector is seeking a Resource Manager to lead staffing operations and resource alignment. The ideal candidate for the Resource Manager position will have a strong understanding of contract requirements, labor category compliance, and security clearance processes. This position plays a critical role in ensuring that contract performance objectives are met through optimal workforce planning and resource allocation on a program responsible to deliver high-performance, secure and modern network solutions that enhance mission readiness across Army CONUS locations. Requirements

  • US citizen capable of obtaining a US Secret security clearance
  • Bachelor’s degree in Business, Human Resources, Management, or related field
  • 8+ years of resource or workforce management experience, with at least 3 years supporting Army contracts
  • Strong working knowledge of FAR, DFARS, DoD contract structures, and security clearance processes
  • Familiarity with labor categories and functional mappings (e.g., in accordance with PWS/SOW)
  • Demonstrated experience managing resources for projects within the Army, Navy, Air Force, or other DoD components
  • Excellent organizational, interpersonal, and problem-solving skills
  • Proficiency with Microsoft Excel, Teams, SharePoint, and resource planning tools such as Deltek, MS Project, or similar systems

Nice To Haves

  • US Secret security clearance
  • Experience in a government or US Army contracting environment
  • Experience supporting CPFF & FFP contracts, task order ramps, or surge staffing needs
  • Understanding of DoD acquisition lifecycle and contract performance metrics
  • Prior experience working in a classified or cleared work environment
  • PMP, SHRM-CP, or similar certification

Responsibilities

  • Coordinate and manage staffing for task order in alignment with contractual labor categories and security clearance requirements
  • Work closely with the Program Manager, IMS Lead, and Project Managers to assess staffing needs and forecast future resource requirements
  • Collaborate with Human Resources and Talent Acquisition to source, onboard, and retain personnel with appropriate US Army experience and credentials
  • Ensure compliance with FAR, DFARS, labor category specifications, and internal policies
  • Track and maintain resource availability, certifications, and clearance statuses in support of contract deliverables
  • Monitor billability and utilization rates across teams, recommending adjustments to maximize efficiency and compliance
  • Support proposal development by identifying and mapping personnel to labor categories in accordance with customer solicitation requirements
  • Serve as a liaison between internal stakeholders and government customers to resolve resourcing issues and ensure alignment with mission objectives
  • Maintain dashboards and reports on staffing levels, workforce readiness, and upcoming requirements
  • Prepare and submit required reports to internal and external stakeholders
  • Collaborate with project managers, finance, procurement, and other stakeholders to ensure alignment and support of program objectives
  • Communicate effectively with all stakeholders to manage expectations and resolve issues
