KBR is seeking a Resource Management / PPBE Analyst to provide Headquarters Space Training and Readiness Command (HQ STARCOM) S8 with on‑site program and budget analysis support, including support to sensitive and classified space programs. A strong candidate has experience supporting headquarters resource management organizations and demonstrates mature judgment, discretion, and analytical rigor when operating in classified environments. In this position, you will: Key Responsibilities: Provide program and budget analysis support with continuous situational awareness of operational requirements and resourcing decisions across Directorate, HQ STARCOM, USSF, OCSO, DAF, and OSD levels, including sensitive and classified program portfolios. Deliver quick‑turn and routine analyses within HQ STARCOM and USSF corporate process timelines, often under short suspense and with incomplete or compartmented information. Support development of the annual USSF Program Objective Memorandum (POM) strategy, applying expert PPBE judgment to both white and black world programs. Assess how emerging issues, applied space research, classified technologies, and lifecycle sustainment impact programmatic risk, operational capability, and financial posture; summarize issues and develop recommendations for senior leadership. Prepare and submit POM inputs to HQ USSF, including PBES data entry and reports, narratives, point papers, execution charts, and other decision‑support artifacts tailored to classification level and audience. Support development and presentation of PPBE and resourcing briefings through Corporate Process forums from HQ STARCOM through OSD, exercising sound judgment regarding classification, disclosure, and releasability. Develop and maintain read‑ahead packages and decision‑support materials for HQ STARCOM senior leaders, ensuring clarity, precision, and appropriate protection of sensitive information. Build and maintain Microsoft‑based analytical tools to enable budget analysis, efficiency tracking, and senior‑leader decision‑making in both classified and unclassified environments. Review and analyze POM submissions and resource actions from other HQ USSF directorates, identifying programmatic impacts. Analyze OSD and congressional resource actions—including PBDs, PDMs, RMDs, and congressional marks—and provide recommended statements of operational impact with appropriate sensitivity and precision. Track and support development of Command programming strategies and positions affecting USSF weapon systems and directorates, including classified portfolios.
