About The Position

This position serves as the Resource Management Cross Program Lead, responsible for leading and coordinating all NRO National Intelligence Program (NIP) and NRO Military Intelligence Program (MIP) budget activities. This position serves as the Resource Management Cross Program Lead, responsible for leading and coordinating all NRO National Intelligence Program (NIP) and NRO Military Intelligence Program (MIP) budget activities. We are looking for a highly motivated individual who want to help lead the NRO's agency-level budget analysis, formulation, justification, and execution of the NIP and MIP. The Cross Program Lead is: Responsible for providing guidance and mentorship to members of the CPA team and facilitating the learning and professional growth of CPA individuals. In collaboration with the BPO/RM leadership, the BPO/RM Program Analysis Liaisons, the Directorates and Offices Budget Directors, the Cross Program Lead is responsible for the oversight of all NRO NIP and MIP funds to include the planning, programming, budgeting, and execution to include efficient, effective and proper acquisition and financial management. Responsible for coordinating with oversight including the Office of the Director of National Intelligence, Office of the Under of Secretary of War for Intelligence & Security (OUSW(I&S)), the Office of Management and Budget, and Congressional staffers on all NRO NIP and MIP activities and represents NRO NIP and MIP equities in various forums, boards, and meetings. Responsible for developing, coordinating, and justifying the Intelligence Program Budget Submission (IPBS), Intelligence Program Objective Memorandum (IPOM) and the Congressional Budget Justification Book (CBJB), Congressional Budget Justification (CJB) text and resource exhibits as well as supporting budget roll out and execution reviews. Provide specific advice and counsel to the D/DD/RM on TIER actions, Acquisition Strategy Councils and related funding, and other financial reporting.

Requirements

  • A Bachelor’s/Master’s Degree in a related occupation (Accounting, Business, Finance, etc.) is qualifying for this level and is highly desirable, or you may qualify based on experience.
  • Knowledge of financial management budgetary methods, practices, procedures, regulations, policies, and processes to formulation, justify, and execute assigned budget in support of the mission, structure, goal, work processes, and programs of assigned activities/organizations and skill in applying this knowledge to difficult and complex work assignments
  • Demonstrated knowledge of the federal budget process to formulate budget estimates, develop and consolidate, or to edit budget justifications and reports
  • Knowledgeable in the use of program analyses techniques to review program performance and plans for improvements
  • Demonstrated knowledge and proficiency in budgeting, financial management, cost estimating, governmental program accounting, and to be well versed in writing and editing capabilities, and the use of judgement, logic, and analytical abilities.
  • Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.
