About The Position

CGI Federal is seeking candidates to perform resource analysis work in support of a USG agency in the Washington Metropolitan Area (WMA). Successful candidates will be capable of providing input for strategic/programmatic guidance to the USG agency’s customers. Candidates should be experienced at preparing supporting documentation for budget exercises, requests for reserve release, supplementals and reprogrammings; conducting briefings on programmatic activities; employing program analysis techniques to highlight critical budget, schedule and performance risk factors and propose alternative mitigation solutions. Candidates should be adept at developing effective resource management tools and procedures while providing value added and timely customer support. Work includes using decision support tools, models, methodologies and interpreting the results to meet mission requirements. The work is moderately to highly complex and involves coordination across components and functions at the USG agency (e.g., human resources, financial resources, Working Capital Fund expenditures and contracts). Position is located in Chantilly, VA

Requirements

  • Analytic abilities required to evaluate programmatic data, resolve inconsistencies and propose innovative solutions to challenging problems.
  • Demonstrate excellent writing skills to clearly express the program and request appropriate resources in the CBJB, reprogrammings and answers to CDAs and QFRs.
  • Demonstrate oral communication skills sufficient for responses or briefings on substantive research topics and issues.
  • Subject matter expertise knowledge of the component issues relative to their mission.
  • Working knowledge of tools (e.g., finance and acquisition systems) to assist in analysis of programs.
  • Ability to obtain working knowledge of the USG agency’s regulations, policies and unique authorities.
  • Ability to interact with people who have different values, cultures, or backgrounds.
  • Ability to interact with customers, employees and managers at all levels in order to contribute to and influence decision-making and resolve conflict.
  • Ability to adapt quickly to emerging issues, priorities and a changing work environment and respond to tasking under short and changing deadlines.
  • Proven track record in both independent and team environments.
  • Strong interpersonal skills necessary to elicit cooperation and support from others and to interact tactfully and effectively with co-workers, supervisors and other employees.
  • Basic knowledge of the concepts and principles of Contracting Officer's Technical Representative (COTR) responsibilities.
  • Basic knowledge of Project Management concepts and principles.
  • A Top Secret clearance with polygraph.
  • Five (5) years progressively responsible professional work experience in project/program management, quantitative analysis, financial analysis, or structured approaches to analysis to include data manipulation comparable to a component plans analyst.
  • Candidates must have demonstrated excellent interpersonal skills, strong written and oral communications skills.
  • A bachelor’s degree is required.

Responsibilities

  • Resource planning: o Collecting necessary resource information and comparing it with available historical data to develop or validate current and future component or group resource requirements. o Participates in discussions to identify specific actions and timelines to achieve goals in the plan. o Developing a working knowledge of relative performance measures associated with the goals and objectives of the strategic plan.
  • Perform analysis on programs: o Analyze moderately complex information to draw conclusions about its value, importance, or accuracy. o Recognize the relevance of analytic results, including historical trends and significant findings, in constructing budget submissions and assessing budget execution; draws inferences, extrapolates and generalizes as appropriate.
  • Advocacy of programs: o Contribute to documentation, briefings and discussions that represent, explain, justify and defend program directions and resource requirements. o Under minimal direction, explain moderately complex data and results to non-expert internal customers, conveying language clearly and concisely. o Conduct research to help respond to ad hoc taskings such as those arising from Congressionally Directed Actions (CDAs) and Questions for the Record (QFRs). o Develop negotiation strategies to gain consensus, agreement, or resolutions that benefit involved parties. o Assess impact of developing trends and potential problems using terms of reference or selection of methodology to guide and assessment process. o Participate in analytic studies to evaluate proposed or ongoing programs and activities that are highly sensitive or complex. o Assist in the building of customized decision support models, simulators and prototypes using the appropriate syntax and language. o Prepare charts, talking points, papers and memoranda to present findings that clearly and concisely communicate complex information. o Collaborate with appropriate components to ensure the integrity of corporate resource information. Identify and utilize existing methods to verify and validate data. o Identify a variety of sources of accurate information to identify the appropriate tools to mine, evaluate and present data culled from corporate repositories. o Develop effective strategies to implement innovative, effective procedures and processes to solve difficult problems and cost equations; identify and resolve data discrepancies o Follow established standards for the design, implementation and use of corporate repositories. o Use and assist in the development of databases to facilitate analysis, develop complex information repository systems/methods and standard reports for use across the work unit, office and Directorate or Mission Center.
  • Resource planning and guidance: o Demonstrate an understanding and support the annual budget build by contributing to the development of the Program Budget Submission and the Congressional Budget Justification Book (CBJB). o Evaluate whether program execution is proceeding within available resource constraints and is remaining consistent with goals; collaborates in implementing resource realignment (including from multiple sources) as required or in response to unplanned circumstances. Seek guidance as deemed necessary to ensure sound decision practices are employed. o Demonstrate an understanding of physical, technical, human and financial resource requirements and availability for all of a component's programs. o Construct background documentation as directed on programmatic and resource analyses, discussions, thinking and decisions to aid the component's resource management continuity. o Provide supervisors or managers or senior leaders with periodic status updates.
