About The Position

This position is located in the Department of Housing and Community Development (DHCD), Single Family Residential Rehabilitation Program. DHCD mission is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia. The incumbent is responsible for managing all aspects of single-family and multi- family residential repair projects from the project inception and application intake to completion of the project activities at the identified housing units. The incumbent is responsible for ensuring the filing of all required print and electronic records once the project has been completed. The incumbent provides exceptional customer service to all project stakeholders.

Requirements

  • Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, applicant must have at least one (1) year of specialized experience equivalent to the next lower grade in the normal line of progression.
  • The incumbent will need to possess a license to operate District government automobiles.

Responsibilities

  • Manages the full project life cycle for rehabilitation projects in single-family and multi- family housing, from application intake through project completion, including receiving applications from the external intake specialist, reviewing and verifying household eligibility, making recommendations for grant or loan approval, and monitoring eligibility throughout the project.
  • Serves as the primary liaison to homeowners by providing program information, guidance, and ongoing communication, and works with the Program Manager to schedule needs assessments, develop scopes of work, and review scope reports in collaboration with the Construction Analyst and client household.
  • Coordinates and oversees project implementation by entering and maintaining data in the tracking system, ensuring the timely filing of all required print and electronic records, tracking construction progress, consulting with team members to resolve issues, and coordinating inspections with the client and Construction Analyst.
  • Oversee all financial activities related to assigned projects, including budgeting, encumbrance of funds, and processing payments, and ensure timely reporting of project completion to the Program Manager upon receipt of final clearance reports.
  • Closes completed project case files in the database system, participate in continuous improvement efforts to enhance program processes and outcomes.
