This is a hybrid position requiring 3 days onsite in Brentwood, TN. The Resident Telecommunications Systems Manager oversees the daily management of the resident telecommunications system and associated tablets for all facilities to include operational profitability, security, quality, performance, and contract compliance. Provides oversight and support of all telecommunications service providers and contracts. Collaborates in the recommendation and establishment of best practices at all facilities for resident telecommunications processes, including telephones and tablets. Directs the formation, continuing negotiations, and maintenance of all telecommunications vendor contracts and builds positive relationships with all levels of the organization, government partners, and associated vendors.

Requirements

  • Graduate from an accredited college or university with a Bachelor’s degree in Business or other acceptable related field is required.
  • 5+ years of program management experience in a related field, including three years of experience using technology-based solutions and software such as JDE, Oracle Fusion, and OMSe is required.
  • Excellent written and verbal communications, presentation, and relationship/team building skills are required.
  • Proficiency in Microsoft Office applications is required.

Nice To Haves

  • 2+ years of supervisory experience is preferred.
  • Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Responsibilities

  • Directs and monitors resident telecommunications systems and tablets for all levels of facility operations to include start-ups, active facilities, and closures.Ensures activation/deactivation tasks are completed timely and effectively.
  • Works with departmental leadership and the legal team to review, negotiate, and update supplier contracts and provides technical expertise and recommendations.
  • Monitors contract compliance, establishes quality metrics, encourages continuous improvement in facility operations, and holds relevant vendors accountable.
  • Ensures program success by coordinating with facility leadership and vendors to schedule and document timely training for facility staff on resident telecommunications and tablet systems.Schedules periodic follow-up training to accommodate new employees and those recently promoted/transferred into roles requiring the training.
  • Conducts biennial facility visits to review systems for compliance with contract stipulations, facility security requirements, standards and safety laws. Reports results of inspections as required and discusses concerns with vendors and, where applicable, onsite technicians to resolve issues and maintain compliance.
  • Designs creative solutions to problems and works with suppliers, facility teams, and FSC staff to implement improvements and monitor results for desired outcomes.
  • Coordinates with resident telecommunications and tablet providers to receive invoices and deposit documentation timely to allow for monthly reconciliation of all accounts.
  • Assures correct distribution of revenue, rates, and fees that are assessed and the continuity of service to the inmate population.
  • Works with associated vendors, after completion of all reconnections, to certify all invoices are charged to p-cards each month prior to cut-off, and ensures invoices are charged in the month received.
  • Works with facility employees to ensure appropriate practices are in place for the processing of electronic time sales, refunds, and, when appropriate, system voids.
  • Provides training, when necessary, to ensure transactions included in the monthly reconciliations are accurate with the least number of adjustments to the reconciliation as possible.
  • Utilizes applicable accounting and accounting control procedures in keeping with generally accepted accounting principles and appropriate processes in performing duties.
  • Works with Operations Finance team as necessary to compose audit instruments suitable for telecommunications and tablet services for the audit group.
  • Conducts periodic audits of all systems and environments to ensure compliance with ACA, FCC, partner agency requirements, policies, safety laws, and other regulatory and operational best practices.
  • Reads and comprehends legal and non-legal documents. Reads, analyzes, and interprets technical procedures or government regulations.
  • Administers the composition of updates to policies and associated manuals governing the operations of electronic telecommunications in accordance with contract requirements and other regulatory and operational best practices.
  • Develops and reviews documents and forms associated with policies and manuals.
  • Seeks opportunities to improve knowledge of FCC general rules and regulations related to inmate telecommunications and tablet systems, as well as continuing educational opportunities to ensure CoreCivic is up-to-date and, where possible, leading the way on FCC compliance.
  • Domestic U.S. travel may be required.
