About The Position

The principal role of the Resident Services Specialist II is to provide site-based resident support services designed to promote housing stability, resident well-being, community engagement, and access to community resources. This position works with residents to identify service needs, provide resource connection and service coordination, support community-building initiatives, and assist with early intervention to help prevent housing crises. This role maintains working knowledge of program guidelines and funder requirements and ensures services are delivered in accordance with agency standards and timelines. The primary working location for this position is Milwaukie , OR; however, geographic boundaries may include Multnomah, Clackamas, and Washington County and are subject to change. Hours are 32 per week.

Requirements

  • Minimum of 1–3 years of experience in human services, housing navigation, or case management, preferably working with individuals and families experiencing poverty and homelessness.
  • Bachelor’s degree in social work or related field preferred; equivalent professional or lived experience may be substituted for education requirements.
  • Experience working with individuals who identify as having mental health conditions, substance use disorders, disabilities, or other long-term barriers to stability.
  • Demonstrated ability to effectively work within a strength-based, client-centered, Housing First service delivery model.
  • Ability to independently manage a caseload and prioritize multiple and varied tasks while meeting deadlines.
  • Working knowledge of program eligibility requirements, documentation standards, and funder guidelines.
  • Commitment to learning program compliance standards and maintaining accurate, timely documentation.
  • Strong organizational skills and attention to detail.
  • Ability to communicate effectively, both orally and in writing.
  • Sensitivity and ability to relate to individuals from diverse cultures, backgrounds, and lived experiences.
  • Ability and willingness to work collaboratively as part of a team and support the agency’s mission.
  • Good working knowledge of Microsoft Office and Google Workspace computer programs.
  • Ability to travel efficiently in urban and rural areas and between multiple counties.
  • Personal transportation and a valid driver’s license with acceptable driving history.

Responsibilities

  • Maintain a working knowledge of all program requirements, including eligibility criteria, enrollment standards, documentation expectations, and funder definitions.
  • Provide site-based resident services and service coordination to support housing stability, quality of life, and resident well-being.
  • Conduct resident needs screenings and assessments and help identify appropriate services, supports, and referral options based on resident goals and presenting needs.
  • Assist residents with accessing community resources, public benefits, healthcare, employment services, education, transportation, and other support.
  • Provide residents with information, referrals, and follow-up support to encourage successful connections to community-based services.
  • Provide problem-solving support related to housing stability, conflict resolution, crisis prevention, and service access.
  • Facilitate workshops, community events, and resident engagement activities that support education, wellness, life skills, and community connection.
  • Build and maintain partnerships with service providers, community agencies, and external stakeholders to expand resource access for residents.
  • Maintain up-to-date knowledge of community resources related to housing, mental health, addiction recovery, disability services, and income support.
  • Research and compile data on new resources; update current resource information regularly and distribute it to residents and staff as appropriate.
  • Meet client service standards set forth by HSN Department Leadership regarding quantity, type, and quality of services delivered.
  • Document resident interactions, referrals, outcomes, and other required service information in a timely, accurate, and complete manner.
  • Maintain compliance with program policies, agency procedures, and funder requirements.
  • Track resident participation, service connections, and follow-up activities in accordance with program expectations and established timelines.
  • Prepare documentation and files in accordance with agency standards and in preparation for internal or external review.
  • Effectively communicate agency policy, mission, and values to residents, collaborating organizations, and community members.
  • Participate in team meetings, case consultations, interdisciplinary meetings, and agency training.
  • Support outreach efforts to increase resident participation in programs and services.
  • Accept other work assignments as assigned by HSN Department Leadership.
