About The Position

NATURE OF WORK: The incumbent will be providing an opportunity for Tribal members to become successful homebuyers and/or renters. This position includes providing training assistance to Homebuyers (and renters if assigned within their responsibility) enabling them to gain a thorough understanding of their Mutual Help and Occupancy and Rental/Lease Agreements and their rights and responsibilities as occupants under either the Mutual Help or Rental Programs. The incumbent will provide training and counseling to Homebuyers and Renters to increase their knowledge and understanding of the proper care and maintenance of their homes, including family and budget planning.

Requirements

  • Knowledge of home and fire safety.
  • Knowledge of home management and repairs.
  • Ability to provide personal counseling to Tenants and be available as a resource referral person.
  • Ability to maintain confidentiality.
  • Excellent written and oral communication skills.
  • Knowledge and ability to assist Tenants with budgeting and financial management.
  • Demonstrate ability to coordinate major home repairs with the Housing Director.
  • Ability to work as a team player with other Housing staff.
  • Ability to attend conferences and trainings as required.
  • Associates Degree +2 years' experience working in a consumer or social services related organization, preferably providing advice on home care and management and/or minor home repairs.
  • Have dependable transportation, a valid Washington State Driver's License, and a good driving record.
  • Be bondable.
  • Knowledge of federally assisted housing programs.
  • Knowledge of HUD regulations and requirements affecting the Nisqually Indian Tribe's housing.
  • Must have a valid Washington State driver`s license and be insurable under the Nisqually Indian Tribe`s insurance policy.

Nice To Haves

  • Bachelor's Degree preferred in Business Management or closely related field.

Responsibilities

  • Establish and maintain good working relationships with housing applicants and residents of the Housing Program living in HUD homes.
  • Perform income verifications and deliver home payment delinquency and termination notices when necessary.
  • Council and provide training to homebuyers on maintenance and repair of both the interior and exterior structures of the home; electrical, plumbing, heating system, major appliances, yards and gardens.
  • Educate homebuyers on their responsibility to make repairs and maintain their home according to the conditions of their "Mutual Home Agreement' and assure compliance of other terms and conditions.
  • Provide training to Homebuyers on family budgeting, use of credit, and meeting financial obligations.
  • Conduct home visits.
  • Assist Tenants and household members with referrals to local, state, and federal agencies with programs that relate to total family counseling and social services.
  • Conduct move-in walk-through inspections and move-out walk through inspections.
  • Participate and assist in the conduct of inspections and follow-up to insure the Tenants and any other occupants are addressing the maintenance requirements determined in these inspections.
  • Manage payments and collections from Tenants, including preparing various letters involving payments, preparing Tenant payment agreements, and implementing eviction procedures when appropriate, including representing the Housing Authority in court as necessary.
  • Insure that the files and records of Tenants are properly updated and maintained.
  • Prepare weekly and/or monthly reports of work activities completed.
  • Prepare daily logs documenting work and Tenant visitations.
