Provide engineering technical inspection, documentation, and compliance oversight for maintenance-related activities within the Residency, including contract monitoring, cost oversight, permit inspection, state force construction inspection, asset inventory, and SSAR evaluation. Supports field operations by ensuring work performed within the right-of-way meets VDOT standards and can be maintained effectively, while serving as a subject matter expert during construction project closeouts. Provide technical support to assigned engineering program area. How you will contribute: Communication: Communicate with VDOT support staff as well as external contacts and consultants. Proactively resolve issues at the lowest level. Project a positive VDOT image. Keep supervisor advised of important development and field observations. Contract Monitoring: Review requirements and interpret and identify contract specifications. Provide guidance and direction to field workers. Provide maintenance contract quality assurance by monitoring and evaluating contract maintenance work and operations to ensure the work meets standards set forth in the contract as well as the VDOT Road and Bridge specifications, standards, plans, environmental, VWAPM, traffic and work zone safety and other VDOT documents. Address and document contractor performance issues and notify manager. Assist the supervisor to compile data and reports and coordinate activities with other team members. Engineering Technology: Apply principles and practices of engineering technology to assigned program areas. Interpret policies and procedures and apply in daily work assignments. Equipment and Asset Maintenance: Promote and ensure the upkeep of assigned equipment and tools. Restock supplies and refuel vehicles. Perform preventative maintenance of assigned equipment. Conduct routine inspections of vehicles consistent with established policies and procedures. Collect on location field data and condition of structural and-or equipment assets. Enter information to database, and generate reports. Follow all applicable guidelines and policies. Incident Management: Serve as liaison between VDOT in monitoring emergency operations throughout assigned area. Ensure emergency operations plan is implemented by reviewing actions such as incidental management, winter maintenance, snow removal and other preparedness activities. Inventory Data Management and Control: Track inventory and manage purchasing needs for timely procurement. Maintain inventory control in asset management system. Coordinate with other personnel on data entry, to include work orders, parts requests, equipment, etc. Comply with established inventory data management policies and procedures. Maintain Documentation and Communication: Maintain project files, records, systems or databases for assigned areas. Update documents, manuals or other agency officials records and lists. Assist Contract Manager is ensuring contract files remain current and up to date. Communicate with VDOT support staff, external support and contractors to discuss contract questions, resolve conflicts and review and respond to citizen concerns and complaints regarding contract related issues and to promptly address safety issues. Compile diaries and photographs to document contractors work, adherence to timeliness requirements, quality of work and safety of workers and traveling public Materials Testing and Environmental Compliance: Perform materials testing on roadway maintenance projects and document results, costs, quantities, progress, etc. Review projects to ensure contractors are in compliance with all federal and state environmental regulations and guidelines. Performance Monitoring: Maintain records of work performed by contractors, and produce or provide information for reports. Record daily activities such as proper charge codes for timesheets, vehicle rentals, materials, and a daily checklist for equipment and work activities. Conduct hands-on training. May serve as back-up facility supervisor and provide timely communication and documentation to appropriate contacts regarding activities performed and issues encountered. Project Documentation: Prepare and maintain daily documentation of project activities. Ensure documentation is submitted and is completed. Avoid project delays and solve project related matters. Recordkeeping: Maintains accurate records for all project activities. Enters and updates data to meet required deadlines and requirements. Interprets and applies relevant policies and procedures. Knowledge of roadway maintenance methods, materials, and environmental standards. Knowledge of state and federal guidelines and regulations as related to transportation. Skill in communications and ability to engage with contractors, utilities, and the public. Skill in the use of computers, software applications to include MS Office, and smart phones.
