About The Position

The Department of Occupational and Environmental Health (OEH) is searching for a candidate to plan and supervise the fiscal management and administrative activities of the Department of Occupational and Environmental Health research and training centers, and programs. Develop, prepare and administer research and training budgets of substantial complexity.

Requirements

  • A bachelor’s degree in relevant financial-related field or an equivalent combination of education and experience is required.
  • Minimum of three years of experience with research grant proposal development, including experience developing and expediting proposal budgets for multiple projects at any given time.
  • Minimum of three years of experience related to fiscal management or administration is required.
  • Minimum of one year of administrative supervisory experience is required.
  • Ability to communicate effectively, both orally and in writing, with technical and non-technical staff.
  • Must be proficient in Microsoft Office computer programs, particularly Excel, and Adobe Acrobat Professional.

Nice To Haves

  • Knowledge of current local, state, and federal grant/contract regulations is desirable.
  • Working knowledge of University policies, procedures and regulations is desirable.
  • Working experience with the National Institutes of Health, CDC, or other federal sponsors.
  • Experience working with the University of Iowa systems and electronic submission systems such as Cayuse, eRA Commons, and Research.gov.
  • Experience proofreading grant materials and/or providing feedback on non-scientific content.

Responsibilities

  • Grant Exploration and Development
  • Respond to faculty inquiries regarding specific grant opportunities
  • Evaluate funding opportunities and interpret guidelines to enhance faculty research
  • Assist faculty, research staff, and students with developing grant application proposals. Establish timelines to ensure project deadline dates are met; monitor progress of proposal development; comply with internal and sponsor deadlines
  • Obtain institutional approvals; route proposals; authorize and train users on electronic submissions systems.
  • Review routed proposals for adherence to collegiate/departmental policies
  • Coordinate and manage departmental sponsored activities and programmatic evaluation
  • Post-Award Administration/Financial Responsibility
  • Oversee and manage a large group of externally and internally funded grants and contracts, including forecasting and interpreting funding agency and University guidelines.
  • Manage budgets for all OEH grants, contracts and programs
  • Communicate budgetary issues with PI’s and create management plans for resolution of budget concerns.
  • Work with PIs to assure required program reports are completed and sent to funding agencies.
  • Assist in budget development and provide recommendations.
  • Recommends action and assists in the development and submission of non-financial post award activities such as budget revision requests, no-cost extensions, and other sponsor requests requiring prior approval.
  • Perform grant budget period / project period closeout activities ensuring all reporting requirements for closeout are completed submitted by the sponsor deadline.
  • Compliance
  • Assure compliance with contract/grant terms in accordance with University policies and state, agency specific, and federal regulations
  • Operational/Administrative Support
  • Assist with the development of administrative policies and procedures concerning fiscal management and internal controls.
  • Assist with the development of methods for improving operational procedures and recommend appropriate modifications.
  • External Communication and Negotiations
  • Communicate with other UI units including sub projects within the UI and DSP to assure compliance, adherence to policies, status tracking, and direct communications with sponsors and other entities.
  • Communicate with agencies to exchange project specific information or obtain clarification for compliance
  • Provide training to sub award recipients on budgeting, biosketch development, application award processes, and other relevant grant policies
  • Leadership/Supervision
  • Provide supervision of accounting staff, including direction, assignments, feedback, and coaching.
  • Provide direction to peers across campus regarding complicated grant processes, agencies, and/or systems
  • Provide assistance to the Division of Sponsored Programs with contract negotiation
  • Develop and provide lectures on grant budgeting and cost principles
  • Represent OEH and/or CPH on grant and other research-related committees
