About The Position

The Office of Research Support and Compliance (ORSC) at The University of Texas at Austin functions to ensure that all research conducted at the University is in compliance with applicable laws, regulations, and University policies. The ORSC educates and supports the University research community with regulatory guidance concerning human subjects research (Institutional Review Board), animal research (Institutional Animal Care and Use Committee), use of biohazardous agents and use of recombinant or synthetic nucleic acids (Institutional Biosafety Committee), financial conflict of interest in research (FCOI), and research integrity education. Purpose Provide support with the development and implementation of a comprehensive and integrated research security program for the University of Texas at Austin that helps to ensure effective implementation of requirements of the National Security Presidential Memorandum (NSPM-33) and other applicable policies and statutes. The position will report to and work closely with the Associate Director of Research Security, and will involve extensive interaction with leadership, faculty, administrative, and research staff.

Requirements

  • Bachelor’s degree and a minimum of two years’ experience related to sponsored research, conflicts of interest, research integrity, international relations, or national security.
  • Ability to analyze complex information/issues and formulate assessments/solutions.

  • Strong written and oral communication skills.

  • Experience or knowledge in administration of a compliance program in an academic research setting.
  • Familiarity with federally sponsored research requirements or experience in the review and interpretation of federal rules and regulations governing academic research to include research administration, compliance, and grant proposal/management.
  • Familiarity with export control regulations.
  • Experience with international research collaborations.
  • Understanding of institutional and national environments related to academic-industrial relations.

Responsibilities

  • Review visiting researchers using analytical skills and independent judgment to assess research security risks.
  • Provide guidance to UT researchers regarding potential research portfolio risks and related disclosure requirements.
  • Collaborate with human resources to maintain campus-wide guidance for review and appointment of visiting researchers.
  • Facilitate research security risk reviews in collaboration with the information security office as needed based on institutional and sponsor requirements concerning new faculty hires, federally funded awards, international travel, continued network access for expired visitors, and other activities when deemed appropriate.
  • Conduct a research security review of faculty and researcher international outside activities to identify and mitigate risk to the university, as well as foster compliance with university, state, and federal regulations, policies, and requirements related to U.S. government research funding, utilizing a variety of data sources, including conflicts of interest disclosures; grant proposal and award documents; and technology disclosures and intellectual property filings.
  • Conduct outreach and provide guidance to faculty and researchers related to potential risk and compliance issues.
  • Serve as a liaison and provide expert guidance and direction verbally and in writing to the university research community in complying with all applicable requirements related to research security.
  • Develop and deliver outreach messaging and educational presentations related to research security topics.
  • Export Control review and guidance: assist faculty, staff, and students to ensure compliance with applicable laws related to sanctioned and arms embargoed countries, and export control regulations generally.
  • Conduct monitoring to ensure compliance with export control requirements and restrictions.
  • Maintain knowledge of evolving research security program requirements and best practices.
  • Participate in the national conversation with other research security programs to remain informed of changes, requirements, and interpretation of federal regulations and agency policies.
